ISW: With HIMARS, the third phase of the war begins

The American Institute for Military Studies (ISW) points out this morning that Ukrainian officials are increasingly talking about the offensives they are conducting in the Kherson region.

ISW notes the statements on the subject of Serhii Khlanadviser to the head of the administration of the Kherson region, and on President Volodymyr Zelenskywho speak of a counteroffensive in the south of the country, although without giving details.

It is not clear from Hlan’s statement whether it is about small, ongoing Ukrainian offensives in the Kherson region or for a larger-scale counter-offensive. On July 24, Ukraine’s Southern Operational Command reported that Ukrainian forces were shelling Russian transport facilities in the Kherson regionto hamper maneuverability and logistical support.

They also pay attention to information from various sources, according to which the Ukrainians managed to damage and the three bridges, leading from the left bank of the Dnieper to Kherson. On July 24, they struck the bridge over the dam in Nova Kakhovka, and before that they damaged the Antonovsky bridge in Kherson itself.

This activity corresponds to support of active counter-offensive or of creating conditions for an upcoming counter-offensive.

In addition, the report said that Ukrainian guerrillas inflicted new strike in Zaporozhye region – on the night of July 24, they blew up railway tracks 30 km north of Melitopol, thereby cutting off the supply of the Russian units along the railway line.

ISW in the summary also draws attention to an analysis of the “Moscow Call” published on the Telegram channel, according to which the arrival of American HIMARS missile systems is a turning point in the war, the beginning of its third phase.

This publication confirms previous statements by Western militaries that the Russian military is forced to look for different ways to protect against HIMARS on the battlefield, including camouflage and constant changes in equipment placement. “This tactic hinders the the Russian army to organize a massive artillery trainingwhich it has used so far in this war,” ISW wrote.
