The modalities of the extension of the health pass to fight against the spread of Covid-19 are not yet all detailed. However, the bill which is to extend it, widely criticized on the right and on the left, is currently being debated in the National Assembly. At the beginning of August, this pass should be required in particular to enter hospitals, retirement homes and other medico-social establishments.

In the bill, paragraph 11 of article 1 allows an exception: the health pass will be requested at the entrance to services and healthcare establishments “except in an emergency”. “Obviously, we are not going to ask for a health pass to access emergencies”, confirms the general directorate of health in 20 Minutes.

“An anti-Covid sanctuary”

This paragraph 11 also specifies that access to scheduled care or visits to hospitalized relatives will be subject to the health pass. In the Laws Committee on Tuesday, Olivier Véran, Minister of Health, specified the government’s objective: “We want to make, with this law, the hospital, nursing homes, an anti-Covid sanctuary. So, by definition, we want to ensure that people who enter it can attest to the fact that they are not at risk of bringing the virus there. “

In addition, RT-PCR tests can already be performed upon admission to hospitals. In May 2020, the High Authority for Health (HAS) had issued an opinion, whose recommendations are still in force, in an attempt to unify uses in the face of “variability in local practices”. She considered that “the development of systematic screening [était] desirable as much as possible ”. The HAS recommends testing “at a minimum” the patients at risk of severe form, those having to undergo certain surgeries and “at best” that the patients can be offered screening by RT-PCR before any scheduled hospitalization.
