Is democracy compatible with the management of our waste?

The Auch-Lamothe selective sorting center for recyclable waste (yellow bins), managed by Trigone, has been obsolete for many years and nearly 20% of the waste goes back to landfill in the centers of Pavie and Houga.

Trigone’s solution, in charge of processing waste from our department, consists of installing an interdepartmental sorting center in Masseube, bringing together the Gers, Hautes-Pyrénées and Sud-Comminges, with the creation of Tri-O, a company local public (SPL) and an investment of 25 million euros. 30,000 tonnes of waste from selective collection from 450,000 inhabitants of the three departments should be treated there each year.

Since the announcement two years ago of the creation of this sorting center, Trigone has managed this file without any information or consultation with residents and environmental associations, just as during the extension of the household waste landfill center in Pavia. However, this future sorting center is a structuring element of the Regional Plan for the prevention and elimination of waste, especially since it is accompanied by an agreement with the two other territorial entities involved in TRI-O.

The project is well advanced; the feasibility study has been entrusted since May 2001 to a Toulouse design office for nearly € 200,000 and work should begin in 2023 with start-up scheduled for 2024.

The signatory environmental associations, as well as the collective “Protégeons Masseube, ville verte”, are questioning the merits and location of this future sorting center and in its current state, are opposed to it.

  • Why and how was the choice of a very large structure on this site made, with significant consequences on the carbon footprint and on the environment?
  • Why, in defiance of the texts governing this type of file, the environmental associations and residents were not aware of the elements of the project and were faced with a fait accompli, without even the organization of a public meeting by Trigone and the mayor of Masseube?
  • Why is a public inquiry not planned by the State services in the territories concerned?

We contacted the Prefect on October 27 to have, at a minimum, information within the framework of the Departmental Council for the Environment and Health and Technological Risks (CODERST) on November 23.

A favorable response would be a positive signal, because waste management is everyone’s business and must be the subject of a democratic and transparent debate.
