IPadOS (and iOS) cannot read NTFS volumes.
Only FAT, FAT32, exFAT or APFS formats.
On iPad, use files stored on USB storage devices and SD cards.

For the last question: if your hard drive is self-powered, and your adapter is not itself powered, your iPad is probably not delivering enough power.
