Indexed Pensions and Changes in Payroll: Ukraine’s Efforts to Prioritize Financial Stability During the War

Indexation of pensions during the war

The legislation of Ukraine allows not to index payments during the war, but in 2023 the government found an opportunity to index pensions. In 2024, they also plan to index payments and maintain subsidies for low-income Ukrainians.

“Now the average pension in Ukraine is about 5311. Another 16% should be added next year. It is clear that now there are very powerful inflationary processes, the war continues, and we do not know what will happen to the economy in the spring of next year. But the state must find an opportunity to fulfill its obligations to people and maintain it at the level stipulated by the law,” emphasizes Alexander Kachura.

Payroll needs to change

According to the deputy, in Ukraine it is necessary to change the approach to calculating pensions and the subsistence minimum.

“We must change our approach and bring the pension up to the real subsistence minimum. In the end, we need to reconsider the process of forming the subsistence minimum, since with a subsistence minimum of 9,435 hryvnias, the pension does not meet real needs,” the deputy said.

He stressed that work should continue in Ukraine on the introduction of funded pensions so that in the future people can receive the same decent payments as in other European countries.
