The investigation was conducted on the facts of actions aimed at violent change or overthrow of the constitutional order or the seizure of state power, encroachment on the territorial integrity and inviolability of Ukraine, high treason and the creation of a criminal organization.
The names of the defendants are not named, the release lists only their positions. Judging by them, as well as by the information ZN.UA, this is:
- the so-called head of the occupied Crimea Sergey Aksenov;
- Vladimir Konstantinov, chairman of the “parliament” of Crimea controlled by the Kremlin;
- Natalya Poklonskaya, former “prosecutor” of the Russian-occupied Crimea;
- ex-mayor of Sevastopol Yuri Doinikov;
- “Minister of Internal Affairs” of Crimea Sergey Abisov;
- head of the “border service” of Crimea Victor Мельниченко;
- “First Deputy Chairman of the Council of Ministers” of Crimea Rustam Temirgaliev;
- head of the Russian FSB in Crimea Petr Zima.
Part of them is under sanctions in Ukraine.
Deputy Prosecutor General of Ukraine Gunduz Mamedov on Twitter reportedthat the case file was opened to the defense. Pleased, renewing the prosecution in absentia, unblocked high-profile criminal proceedings, he said.

The investigation was conducted by SBU investigators. They found that officials of the occupation administration of the Russian Federation during February – March 2014, being on the territory of the Autonomous Republic of Crimea and the city of Sevastopol, created a criminal organization with the aim of forcibly overthrowing the constitutional order and changing the borders of the territory of Ukraine contrary to the established order, and also participated in it and contributed to the occupation of the peninsula.
Russia occupied Crimea after a forceful blockade of Ukrainian military units and illegal referendum on March 16, 2014… The annexation of the peninsula to the Russian Federation is not recognized by Ukraine and most countries of the world.
