The ex-president of Motor Sich, Vyacheslav Boguslaev, blocked the delivery of the Mi-2 combat helicopter to the Main Intelligence Directorate of the Ministry of Defense in April 2022: on this fact, Boguslaev was additionally informed of a new suspicion – obstructing the lawful activities of the Armed Forces of Ukraine and other military formations.

“In the course of investigative actions, the involvement of an official in obstructing the legitimate activities of the Defense Forces in favor of the aggressor country was established.

According to the investigation, in April last year, he received an order from representatives of the Main Intelligence Directorate of the Ministry of Defense for the transfer of a MI-2 helicopter to the department for a fee to carry out combat missions at the front. However, the head of the industrial giant deliberately blocked the implementation of the corresponding state order,” the SBU said in a statement.

According to the SBU, Boguslaev instructed his subordinates to disassemble the aircraft into parts and hide the operational documentation for it. And, following the order of Boguslayev, the plant workers removed the shovel and disabled the helicopter mechanisms that are responsible for the operation of the main rotor, the department added.

“On this fact, the President of Motor Sich JSC was additionally informed of suspicion under part 3 of article 27, part 2 of article 28, part 1 of article 114-1 of the Criminal Code of Ukraine (obstruction of the lawful activities of the Armed Forces of Ukraine and other military formations in a special period, committed by prior agreement by a group of persons).

A pre-trial investigation is ongoing to establish all the circumstances of the crime and bring the perpetrators to justice,” the SBU added.

“During the investigation, it was established that at the beginning of a full-scale war, in April 2022, when the Ukrainian military applied for a paid transfer for the use of helicopters, the ex-president instructed the employees of the enterprise to hide documents for helicopters. This was done so that the pilots could not land at the controls of a helicopter without special forms.

Moreover, he ordered to dismantle the equipment: remove the shovels from the helicopters and hide them,” the UCP added.

It was also established that the head of the Department of Foreign Economic Activity of Motor Sich JSC developed a scheme for the supply of spare parts for aircraft engines from Snezhnyansky Machine-Building Plant, which is located in the temporarily occupied territory of Ukraine, to Motor Sich, the Office of the Prosecutor General added.

To circumvent the established restrictions, Motor Sich indirectly supplied raw materials in the form of blanks to the Snezhnyansky Machine-Building Plant through foreign companies and received manufactured spare parts for aircraft engines manufactured by Motor Sich from it, added to the UGP.

“Thus, he contributed to the activities of the DPR terrorist organization. He paid money in its favor – the so-called “taxes” and “customs payments.”

He was informed of suspicion of assisting the activities of a terrorist organization (Article 258-3 of the Criminal Code of Ukraine),” the message says.

The UCP added that a pre-trial investigation is now underway against the ex-president of Motor Sich JSC on the facts of collaborationist activities, complicity with the aggressor state, obstruction of the lawful activities of the Armed Forces of Ukraine and military formations, and assistance to the activities of a terrorist organization.

The investigation is also ongoing against the head of the Department of Foreign Economic Activity of the enterprise on the facts of complicity with the aggressor state and assistance to the activities of a terrorist organization.

Measures to expose criminal offenses were carried out by employees of the Counterintelligence Department and the Main Investigation Department of the SBU.

On October 23, the Security Service of Ukraine announced the detention of the president of Motor Sich JSC and the head of the Department of Foreign Economic Activity of this enterprise: theysuspicion announced in collaboration and aiding the aggressor state. According to the materials of the investigation, these officials acted in collusion with representatives of the Russian corporation Rostec close to the Kremlin.

The next day, October 24, Shevchenko Court of Kyiv took them into custody for two months (until December 20). Already in November, the court arrested on all the property of Boguslaev worth almost UAH 1 billion.

Investigative journalists from Schemes have published evidence that Vyacheslav Boguslaev has a Russian passport. Boguslayev’s lawyer confirmedthat he does indeed have a Russian passport.

In early November, the state alienated Motor Sich and transferred it to the control of the Ministry of Defense.

The Ukrainian strategic enterprise Motor Sich, led by Vyacheslav Boguslayev, who is suspected of working for the Russian Federation and in collaboration activities, sold aircraft engines to sanctioned companies from Iran.
