A discount of up to 20 percent of the rates and rates of tax and property revenue, such as the IMU, Tari and Tasi, provided that the payer uses bank domiciliation, i.e. the debit directly to their current account : one of the changes to the revitalization approved in the Budget Committee in the Chamber. The amendment, first signed by Massimo Garavaglia, which is entitled “prize to those who pay”, therefore leaves a margin for fiscal maneuver to local authorities who can choose to apply the discount with their “resolution”. The discretion of the application remains with the Municipalities.

In a passage to the Time Question, the premier, Giuseppe Conte spoke of the hypothesis of VAT relief for those who use electronic money. ‘The hypothesis, on which one can also reasonably work, in my opinion that of putting together two instances, giving a shock to consumption through a possible relief from VAT for those who resort to electronic money. In essence, an incentive mechanism could be outlined that combines the need to relaunch demand, but also to modernize the country and incentivize digital payments and, therefore, also the prospect for everyone to pay taxes, because everyone can pay less. ”
