The results are mixed. In Ohio, vaccinations increased 55% for residents ages 20-49 after the cash incentive, and the number of teens competing for the college scholarship increased 94%. But other reports showed that there was an increase in vaccination rates across the country at the time, even among states that did not have a lottery, possibly due to increasing vaccine eligibility.
