IAIP prepares sanctions against Invest-H director

The full commissioners of the Institute of Access to public information (IAIP) is awaiting the file of the executive director of Honduras Strategic Investments (Invest-H), Marco Bográn, to determine the sanctions to be applied for breach of the transparency and access to public information law.

Bográn was summoned to a defense hearing on May 26 to explain the non-compliance in the publication of the support documents and other information related to the purchase of materials, medical equipment and mobile hospitals to attend the covid-19 pandemic.

The consultant Óscar Sady Orellana is listed in the commercial register as one of the partners of the Biomedical company, one of the many providers of the state in the pandemic and is linked to Dimex, the supplier of mechanical respirators.

Commissioner Ivonne Ardón informed THE PRESS that the plenary is awaiting the file to issue the corresponding resolution; although he did not specify if sanctions will be applied.

Ardón indicated that during the pandemic the IAIP has held at least 224 hearings for those responsible for municipal institutions and corporations that have used public funds to address the health emergency.

The director of Invest is among those cited by the IAIP for not having presented the guarantees of compliance and quality of purchases, invoices, contracts and the resolutions of the board that authorized the purchases of medical equipment and hospitals.

Neither do the minutes of the Procurement and Administration Council.

Consultants

Abuse and waste of funds in Honduras Strategic Investments (Invest-H) with money destined to face the covid-19 pandemic had no limits or control of anyone.

THE PRESS published the previous April 26 the hiring of two consultants to advise the installation of the controversial mobile hospitals with fees of $ 15,000 and 210,000 lempiras, payable within six months, counted from March 24 and 27, as recorded in official documents.

Invest-H paid millions for lempiras for the lifting and construction of hospital facilities, but its progress is unknown.

The professional services contracts were signed between Bográn, Óscar Sady Orellana (electrical engineer) and Héctor Josué Sánchez García (architect) to give technical assistance in the design of isolation modules for patients of covid-19 and the medical equipment of the seven mobile hospitals.

Both consultancies have been questioned, since the supplying firm of the hospitals is supposed to provide the technical personnel for the installation of the hospitals, which, in addition, already come with the respective medical equipment and materials.
