Home or hospital? In Quimper, the city and its residents disagree

In Quimper (Finistère), the former Saint-Yves clinic, located about 300 m behind the Cornouaille (Chic) inter-municipal hospital center, which covers a large part of the hospital needs in southern Finistère, is about to be destroyed. The goal of the Community of Quimper: to build a real estate project there to meet the housing needs.

If the work is scheduled to begin this end of the year, then the residents of the adjacent streets, individual garden houses, for the most part, have been grinding their teeth for months about the future of the site. “We thought that, with both environmental and ecological concerns, and in a logic of lightening some hospital services, or private medical facilities such as IME or Ehpad, the Quimper community could have started a rehabilitation of this building”, Jacques Roignant specifies. Jean-Robert Geoffroy and Raphaël Jain, of the Flaubert-Rousseau association.

The latter, which has 145 members, was set up to try to stem this project which it considers “incoherent”. “Since the beginning of the year we have been sending letters that have remained unanswered, Jean-Robert Geoffroy slips. One of the members of the association, Chic’s emergency doctor, also wrote one, and is also surprised by this decision, given his workplace which, like other health institutions, is suffering ”.

The municipality not competent for a medical project

And Jacques Roignant added: “Isabelle Assih, mayor of Quimper and president of the hospital council, asked the regional health agency for 37 million euros a few months ago to expand the emergency room, oncology and the consultation platform of the hospital. ‘hospital … And at the same time he is preparing to sign the demolition of the polyclinic, located 300 m from the hospital! proximity of the emergencies that we want to expand. It would avoid the economic waste of our taxes and the ecological waste of the destruction of the operating building of the polyclinic. “

The municipality, contacted, states that it has organized several consultation meetings with local residents. It indicates a real housing crisis, which is currently affecting the sector, but also the entire region: “The future Flaubert block envisages the construction of 144 new homes with lower energy consumption, ranging from T2 to T4, 70% of which are for joining the property for the first buyers “, he says, before adding:” Regarding the medical or socio-sanitary destination of the establishment, no project manager of the medical or social sector has positioned itself on this site since announcement of the departure of the clinic in 2013. The Municipality cannot in any way decide to open this type of structure (IME, Ehpad), such decisions are taken by the competent authorities in the matter (Department and State through the ASL).

The residents, for their part, are not demobilizing, and now intend to “request a polite appeal to the Municipality”.
