Higher Communication Council: New momentum

• Idrissa Ouédraogo appointed president

• Diverse and committed professionals

• Goodbye Chief Tao

Lhe series on the new organic law n°041-2023/ALT of November 21, 2023, relating to the attributions, composition, organization and functioning of the Superior Council of Communication (CSC) has just ended with the appointment, by decree signed by the hand of the president of the Transition, of the brand new president of the media regulatory authority. Thus, since January 31, 2024, Idrissa Ouédraogo, communicator, has assumed the responsibilities of president of the CSC, replacing Abdoulazize Bamogo whose mandate is expiring.

A soap opera, because from the introduction of the bill to the Transitional Legislative Assembly, professional media organizations fought for its non-adoption. This, despite their arguments, was voted on unanimously at the ALT, before the Constitutional Council declared it compliant with the Constitution on December 12.

45 days later, on January 29, the new advisors, appointed by the Council of Ministers, met before the members of the Constitutional Council, for their oath-taking.

“I solemnly swear to properly and faithfully fulfill my function as a member of the Superior Council of Communication, with complete independence and impartiality, in a dignified and loyal manner and to keep the secrecy of deliberation,” declared the 9 nominees, before the president of the Constitutional Council, Me Barthelemy Kéré, and his peers.

These 7 men and 2 women now have to responsible, from now on, for ensuring the application of legislation and regulations relating to communication to the public, promoting freedom of expression and the right to information, ensuring respect for pluralism and balance information in audiovisual, written and online communication companies, ensure respect for professional ethics by private and public audiovisual, written and online communication companies and by professional presenters and journalists.

Men from diverse backgrounds

The college of wise men is distinguished by the diversity of the advisors who compose it. “The journey of your different CVs tells us that you come from various professional backgrounds. Far from being a hindrance for your college of advisors, this diversity is on the contrary an asset to better appreciate the questions that will be submitted to you from different angles,” affirmed Me Kéré. And to invite them to demonstrate professionalism and humanism, patriotism, when it comes to making a choice for the protection of the fundamental guarantees of the right to information and the preservation of cohesion.

Two days after this swearing-in, and in accordance with the new text, the President of Faso, in a decree, appointed the communicator Idrissa Ouédraogo as president of the institution. The latter, whom L’Economiste du Faso interviewed, during the swearing-in, declared: “We are asking for everyone’s contribution to be up to the new challenges. The situation the country is going through is insecurity, and after the military aspect, it is that of communication that follows. We will therefore ensure that we strengthen social cohesion and train media professionals and communications companies so that they live up to our expectations. We are counting on your goodwill to turn the situation around, because we are at a decisive turning point in our history. »

The welcome message from outgoing President Abdoul Aziz Bamogo

“Where we have succeeded, we hope that the new college will be able to consolidate the achievements. Where we could have done better, we entrust our successors to take matters into their own hands to meet the challenge. We will share with them the pride of their success. This is the place for me to say a big thank you to the country’s top authorities, to our colleagues in the CSC administration, to media professionals, to the institution’s partners, who greatly supported the College in its mission. I invite them to support our successors as much as possible. I have faith that this new team will bring a lot. They are experienced women and men. They have a good understanding of the issues. They are all young and full of energy. It’s certain that the current will pass easily between them. They will be able to form a well-knit team committed together to meeting the challenges of their mandate.”

From L’Economiste du Faso to the CSC

PFor 11 years, Abdoulaye Tao held the reins of the newspaper L’Economiste du Faso. He was its Editor-in-Chief and Publication Director. An experienced journalist, he has propelled this media, new to the economic sector, into the highest decision-making circles in the country. Thanks to him, your newspaper has succeeded in the crazy challenge of uniting the Burkinabè on economic subjects. Thus making L’Economiste du Faso the reference in this sector of activity.

During the Council of Ministers of January 29, 2024, the Editorial Team learned of his appointment as advisor to the CSC, on behalf of professional media associations.

It is with immense emotion and a pang in the heart that the Journal separates from its leader. Shared on the one hand between the sadness of this departure and the joy of seeing his love for the media, his commitment to the development of more responsible journalism rewarded. Chef Tao, as he is warmly called, will be missed by his Editorial team. But who are we to stop him from continuing his rise. Good mission, “Chief Tao”, defend media freedom more loudly, in these troubled times…. And don’t worry too much about us…. The succession is assured.o
