André Deljarry, president of the CCI Hérault, and Matthieu Gregory, Departmental Director of the Territories and the Sea of Hérault, a service attached to Prefecture, signed an unprecedented agreement in France between a CCI and a DDTM. “This agreement follows on from work initiated in 2018 between our two structures in the field of regional planning and commercial development,” explains André Deljarry.
“Maintain a balanced and sustainable commercial development throughout the department”
The president of the CCI points out the final objective of this partnership: “To maintain a balanced and sustainable commercial development in all the department”. Concretely, the consular chamber and the DDTM are strengthening their links to pool their respective expertise on several departmental issues related to the commercial offer.
Revitalization of trade
“CDAC – departmental commission for commercial development, economic land or even trade revitalization files”, lists Matthieu Gregory, who notably mentions the work to be carried out with the 19 Hérault towns selected as part of the State Small programs. Cities of Tomorrow (PVD) and City Heart Action, which will benefit from specific financial support to revitalize their city centers …
From advice to communities
“The objective of this partnership is therefore to provide local authorities with answers in their efforts to create businesses,” insists the departmental director. André Daljarry confirms that the CCI-DDTM relationship should make it possible to provide “real advice to communities, full support in their sustainable commercial development strategies within the meaning of the three pillars, social, economic and environmental”.
–In detail, in the Hérault, the CCI and the DDTM will offer:
– Joint support to communities in the redevelopment of town centers and the limitation of urban sprawl on agricultural and natural lands. “The CCI will also provide the 19 developing countries with support for the digitalization of downtown businesses and a precise diagnosis thanks to its Trade Observatory”, indicates the president of the CCI;
-An integrated vision of the various regional planning dynamics (shops, housing, mobility) and support for communities in the management of market insecurity and commercial vacancies. “The action will focus in particular on raising the awareness of communities on the risk of brownfields, particularly in the context of the current health crisis”, specifies Matthieu Gregory;
-The participation of the CCI Hérault in the SCOTs and PLUs under preparation, as well as in the CDAC files that the DDTM supervises.

“The sharing of data and coordination between our structures will improve our mutual knowledge of territorial dynamics,” concludes the director of the DDTM: “This partnership, unique in France, confirms the transformation of the commercial development model at work in recent years. , abandoning mono-functional areas in favor of a balanced vision of the territory ”.

The State service ensures a balanced development of the territory.
-On the coastal plain, it involves the redevelopment of dilapidated commercial areas and the revitalization of town centers to restore attractiveness and limit urban sprawl. ;
-On rural areas, and in particular those far from urban centers, it involves year-round mastery of local service and the reduction of territorial inequalities. “The strengthening of the support of the CCI on its components will make it possible to benefit from a detailed knowledge of the local situations and the factors of success of the projects to come, for the benefit of the communities competent in the matter”, indicates Matthieu Gregory.
