Hauts-de-Seine: hard hit by Covid-19, the department will now come out masked


The Covid-19 is on the rise again in the Hauts-de-Seine. It is from this observation that the Hauts-de-Seine prefecture has decided to impose, from this Monday morning, the compulsory wearing of the mask outdoors in some 300 areas located in 26 of the 36 towns of the department, as well as on all the open-air markets, garage sales and flea markets in the department.

“The virus particularly affects the Hauts-de-Seine territory,” recalls the secretary general of the prefecture in his decree dated August 7 and made public on Saturday evening. It has already paid a heavy price for the health crisis. This is evidenced by the excess mortality observed in the department at the height of the health crisis, obviously largely linked to the coronavirus.

The annex to the prefectural decree lists some 300 public spaces in 26 municipalities. In addition, there are open-air markets and garage sales, or almost all the municipalities in the department. LP / Computer graphics department

Between March 1 and April 30, mortality increased by 112.6% in Hauts-de-Seine, compared to cumulative deaths over the same period in 2019. This is the third strongest change in France, after Seine-Saint-Denis (+ 124.1%) and Haut-Rhin (+ 116.6%), in the midst of the Covid-19 crisis.

“INSEE noted that this episode of excess mortality had a stronger impact in the densest areas. However, Hauts-de-Seine is the second French department in terms of population density, with approximately 9,143.8 inhabitants per square kilometer ”, notes the departmental council, corroborating the study presented by the Regional Health Observatory ( ORS), end of June.

A high density of elderly people

It was the towns in the north of the Hauts-de-Seine department that were the most affected, such as Villeneuve-la-Garenne and Gennevilliers. “At the same age, the most disadvantaged areas have paid the heaviest price during the Covid epidemic”, summarized Isabelle Gremy, epidemiologist and director of the ORS, in early July, in our daily life.

In addition to living and working conditions and access to healthcare, age is rightly identified as another factor of morbidity. “Studies have shown that those over 75 have been particularly vulnerable to the virus. The population representing over 75 years is higher in the Hauts-de-Seine than elsewhere in Ile-de-France (7.26% against 6.70%) ”, further notes the departmental council.

Between March 1 and June 15, INSEE thus noted excess mortality rates of around 80% among those over 75 and around 40% for the population aged 50 to 74, in the Hauts -de-Seine.

More than a hundred nursing homes in the department

Is it related? It is also the first department of Ile-de-France, in terms of number of places in nursing homes, with Seine-et-Marne. The 92 has 177 facilities for the elderly, including 106 nursing homes and 42 independent residences, for a total of 13,618 places.
