Regarding the failure of the resolution, Guterres expressed regret at the “Doha Forum” in Qatar. He bluntly said that the Security Council has been “paralyzed” and its prestige has been seriously damaged, but he vowed not to give up because of this.

Israel and Kazakhstan agreed to a one-week temporary truce in November to facilitate hostage exchanges and allow for more humanitarian aid inflows. However, the twice-extended truce ended on the 1st of this month. Qatari Prime Minister Mohammed also said at the Doha Forum on the 10th that Qatar will continue to urge Israel and Kazakhstan to cease the war, but also mentioned that the Israeli military continues to bomb Gaza and the chances of successful negotiations are declining.
