Guinea: education unions demand the annulment of a MENA decision – Guinée Matin

A few days before the start of school exams, relations are strained between the Minister of National Education and Literacy and the teachers’ unions. The latter are very upset against the announcement made a few days ago by Minister Alpha Amadou Bano Barry, relating to their exclusion from the process of organizing these national assessments. In a statement published on Monday, July 19, 2021, several union structures demanded “the outright cancellation of this decision so that the examinations take place under the best conditions”.

DECLARATION OF THE UNION MOVEMENT OF EDUCATION

Comrades workers, Workers in the national education sector, technical education and higher education,

Dear Parents of Students,

– Considering the acts of anti-union discrimination in violation of freedom of association (Convention 87) and Articles 4 and 5 of Convention 151 on labor relations in the public service;

– Considering the basis of social dialogue as a factor of peace advocated by the ILO,

– Considering that tripartism is an absolute necessity at the professional, national and international level;

– Considering the declaration of the Minister of National Education and Literacy when he took office as an oath of respect for the partnership between trade union organizations in Education, the APEA and the Administration;

– Considering the need to have our national exams observed by all the actors of the education system according to the vision of the Head of State, Professor Alpha Condé;

– Considering the active and constructive participation of the education trade union movement in the various examinations;

– Considering that APAE, like the education unions, is a non-governmental mass organization;

– Considering that Articles 39 and 41 of Organic Law No. 027 on the Statute of State Employees constitute a flagrant and notorious violation of labor law and of the ILO conventions which are supranational, the trade union movement condemns with the last energy the will of the MEN-A authorities to tarnish social relations, union security clauses and union gains, dearly acquired in the name of peace and social tranquility,

Condemns the manifest will of the Minister of National Education and Literacy to harm trade union activities on the one hand,

Recalls that the aim of the trade union organizations is to promote the economic and social interests of their members, to participate in joint bodies in economic and social matters, to ensure compliance with legislation, collective agreements and to represent individual interests before the administrative authorities on the other hand,

Recalls that facilities must be granted to representatives of public officials under Article 6 of Convention 151 on labor relations in the public service,

Demands the outright annulment of the MEN-A decision so that the national exams take place under the best conditions and invites the MEN-A authorities to the unconditional involvement of all education trade unions as by the past for maintaining the good partnership between the administration and the union.
