Green pass, teachers who refuse it at home without a salary. Universities and transport, all scenarios

Mario Draghi accelerates on vaccines and on “all in class” from September. In spite of Matteo Salvini’s altitudes, the prime minister takes up the weapon that at the moment turns out to be the best to push adults and young people to immunize themselves, raise the level of security and to ban distance learning in schools and universities: the extension of the obligation of the Green pass for school and university staff. “Failure to comply with the provisions”, reads the decree passed yesterday evening, “is considered unjustified absence and, starting from the fifth day of absence, the employment relationship is suspended and no salary or other compensation is due”.

Green pass, the day has come

In addition, the government has introduced the requirement of the QR code for university students. And, from 1 September, for passengers on ships, planes, buses and trains on long-distance routes, increasing the capacity from 50 to 80 percent. No green pass instead for buses, metro, regional trains and ferries on short routes. A cut in the cost of quick tampons in pharmacies has also been decided: 8 euros for children aged 12 to 18, 15 for adults. The free tests requested by the League to push the vaccination campaign have been excluded. “We have decided to invest in the Green pass to avoid closures and protect freedom,” said the head of Health, Roberto Speranza, at a press conference.

THE PREMIER’S BUDGET
Draghi, in the Council of Ministers, carried out a sort of assessment of the first six months of work at Palazzo Chigi, thanking the members of the government and the undersecretary Roberto Garofoli: “We have worked well”. And he underlined how the examination of the anti Covid measures and the discussion on the vaccination campaign took place in a very different atmosphere from that which characterized the meetings in March: “With caution and at the same time with courage we met the needs of the economy, we have exceeded the threshold of 70 million doses administered and we have managed to keep the contagion curve under control. Now the economy is growing much faster and is expected to expand well over 5% ».

The menu of measures launched by the government, and approved unanimously, is the mirror of the mediation conducted by Draghi who preferred not to participate in the press conference to give the sense of a work in progress without extraordinary measures. But mediate. To sweeten Salvini’s pill, the premier granted access without Qr code to indoor bars and restaurants in hotels (but only for customers), cut the price of tampons, moved the entry into force to 1 September of the pass on buses, trains, ships, airplanes that the rigorist front would have liked to anticipate. And, above all, he avoided introducing the vaccination obligation advocated by Speranza.

At the same time Draghi accepted most of the requests of the Minister of Health, supported by the Democratic Party and a part of Forza Italia. Starting with the introduction of the green pass in schools, universities and means of transport. Finally, with the confirmation of the stop at the discos, considered incubators of infections.
That this would be the epilogue, Salvini made it clear early in the morning by releasing a statement that limited, and greatly, the requests of the League in view of the meeting of the control room open to the Cts: “No Green Pass or limitations for breakfasts, lunches and dinners in the hotel for guests of the structures, no Green Pass or limitations (at least for the whole of August) for means of transport, trains, buses, ships and airplanes, possibility for everyone to use quick and free, antigenic and salivary “.

And that’s what in the end, apart from the free tests, the League collected. In fact, the discussion in the control room was meticulous but without particular friction. The Northern League minister Massimo Garavaglia did not oppose the obligation of the green certificate for school staff, but came to the table with requests on specific aspects such as the stop to the Green pass for hotel guests and for pregnant teachers, proposed on which an underlying convergence was immediately recorded. The discussion focused for a long time on one detail: the date of entry into force of the certificate on long-distance means of transport. Speranza, with the support of the dem Dario Franceschini, supported the date of August 20, while the League pushed for the end of September. Draghi’s mediation: the 1st of next month, so as not to penalize those who went on vacation without a certificate.

Poisonous synthesis (for Salvini) by Giorgia Meloni, leader of the Brothers of Italy: «As always, the line of Hope won».

TRANSPORT

For long-distance travel only

From September the Green pass will be mandatory for all forms of long-distance transport: high-speed trains; planes; ships engaged on longer voyages than local transport; interregional buses. On the other hand, the Pass will not be requested for local transport starting from the subways and city buses not only because the health workers themselves never provided for it but also because it would not have been possible to effectively control the accesses of millions of Italians who move every day in cities by local public transport. On transport, capacities increase from 50 to 80%.

SCHOOL, NO MORE DAD

Institutions closed in exceptional cases

The government brings order to one of the most delicate fronts we experienced during the pandemic: the closure of schools by the presidents of the regions. From now on it will no longer be possible to order the general closure of schools and therefore the transition to distance learning for tens of thousands of students. Regions and Municipalities will be able to close institutes and trigger remote teaching only as an exception for specific areas of the territory or individual institutes, exclusively in the red or orange zone or for exceptional cases of outbreaks or particularly high risk.

SPORT

50% stadiums with checkerboard seats

The Council of Ministers, in addition to talking about the Green pass, has given a mandate to the Department of Sport to provide guidelines for the effective presence of 50% of the public with green certification and in checkerboard mode, therefore with the possibility of occupying a child seat yes and one no despite the shorter distance between one fan and another. Therefore, the most urgent issue has been dealt with, with the initial request of the FIGC to reopen at 100% and in the alternative to 50% in a checkerboard manner. Also satisfied, only in part, with basketball and volleyball with the halls that go from a capacity of 25 to 35%.

SWABS

Test for 15 euros and 8 euros from 12 to 18 years

The extensive use of the Green pass will lead to an increase in the use of a widely underused tool in Italy such as tampons (which, if negative, give the right to a pass valid for 48 hours). For this reason, the price of the tests, especially the antigenic ones (known as “rapid”) will be controlled. The agreement reached yesterday by the government with pharmacists provides for a cost of 8 euros for young people up to 18 years and 15 euros for those over the age of 18. These prices should be valid until 30 September if the agreement is not extended. It is worth remembering that in Italy about 120,000 “rapid” tests are carried out per day.

QUARANTHES

Immunize isolated for 7 days

As is well known, even vaccinated people who come into contact with a positive must quarantine, that is, stay at home for a few days during which to carry out control swabs. The news that emerged yesterday is that the immunized, ie those who have two anti-Covid administrations, in the event of close contact with a positive, will have to stay at home only 7 days instead of the 10 “normally” expected. The new terms should be indicated by a circular from the Ministry of Health to specify that the quarantine can end on the seventh day, after a negative swab.

HOTELS

You don’t need a certificate to log in

Hotel guests who want to access the indoor restaurants and bars in the facilities they are guests of will not have to use the Green pass. The clarification came during the examination of the measures by the majority group leaders which took place yesterday morning. During the discussion, part of the majority would have liked to introduce the obligation to present the Green Certification for hotels too, but in the end it was decided to keep the current standard unchanged. But be careful: if a hotel has an indoor restaurant that accepts “external” customers, the latter will have to show the Pass.
