The site no longer has a delete record button, and the mobile app displays a “feature not available” message, the post says.
Technical support tells users that now you can only delete an account “through a personal appeal.”
Yury Shvytkin, deputy chairman of the State Duma Defense Committee of the Russian Federation, said that sending summons in electronic form would be equated to handing the summons in person.

According to Russian law “On military duty and military service”, Russian citizens subject to conscription for military service are required to receive summonses from the military commissariat against receipt. Summons are handed in by employees of the military commissariat or at the place of work (study) of a citizen by leaders, other officials of organizations responsible for military registration work. The summonses must indicate the legal consequences of citizens’ failure to comply with the requirements set forth in them.
At the same time, there is no clause in the law that would allow conscription for military service by e-mail.
