Gas Bill Increased by 4.8% in September: Impact on Household Spending and Concerns for the Winter Months

The gas bill rose by 4.8% in September compared to August on the protected market. This was announced in a press release by Arera, the public authority that sets electricity and gas tariffs on the protected market, which concerns 10 million users, a third of the total.

The increase is entirely due to the increase in the average price of methane compared to August. On the Italian wholesale market, the PSV, the average price in September was 37.05 euros per megawatt hour. The general charges and the tariff linked to the expenditure for transport and measurement have remained unchanged.

In terms of final effects, gas spending for the typical family in the rolling year (October 2022 – September 2023) is approximately 1,459 euros, before taxes, and is down by 13.9% compared to the equivalent 12 months of the the previous year (October 2021 – September 2022). The elimination of general charges and the VAT reduction to 5% have been confirmed for September and for the whole of 2023, as well as for heat and district heating management. Last September 28, Arera communicated the update of the electricity tariff on the protected market, which rose by 18.6% in the 4th quarter of 2023 compared to the previous quarter. The Energy Law Decree, approved by the Council of Ministers on 25 September, provides for an extraordinary contribution from October to December (increasing with the number of family members) for those who already receive the electricity bonus, i.e. families with an ISEE level of up to 15,000 euros ( 30,000 euros for large families). The total allocation is 300 million euros.

Codacons, +181 euros per family with increases in electricity and gas

“The 4.8% increase in gas tariffs ordered today by Arera brings the average bill of a family in the protected market to 1,327 euros per year which, added to the 764 euros for electricity after the price increases that occurred in the last quarter, make increase spending on electricity and gas to a total of 2,091 euros per year per household, +181 euros per year compared to previous tariffs”. Codacons states this, commenting on the tariff update ordered by Arera for the month of September.

“Beyond the extent of the increases in September, what is most worrying is the risk of a new escalation in energy prices in the winter months, when 80% of household gas consumption is concentrated – explains the president Carlo Rienzi – Added to this is the sword of Damocles of the end of the protected market, which could lead to negative cascading effects on the energy bills of Italians through new significant increases in tariffs”. “And it is for this reason – concludes Rienzi – that we reiterate to the Government the need to postpone the stop to the greater protection regime, considering that, as demonstrated by the latest Arera updates on electricity and gas, prices are still highly unstable and there are no conditions for abandoning the protected market at the moment”.
