” Ladies and gentlemen,

On Monday July 3, 2023, under the Very High Presidency of Son Excellence Ali BONGO ONDIMBA, President of the Republic, Head of State, the Council of Ministers met at 9:00 a.m. at the Presidential Palace in the town of Oyem, in the province of Woleu-Ntem.

At the start of the session, the Council of Ministers reaffirmed its strong encouragement to Son Excellence Ali BONGO ONDIMBA, President of the Republic, Head of state, for his constant dynamism both for the influence of Gabonese diplomacy and on the social ground in favor of the well-being of his compatriots.

In effect, Son Excellence Ali BONGO ONDIMBA, President of the Republic, Head of State, took part, on June 27, 2023, in Luanda in Angola, as President in Office of the Economic Community of Central African States (ECCAS), in the Quadripartite Summit on the

coordination and harmonization of regional responses to the conflict in eastern Democratic Republic of Congo (DRC).

This Summit Meeting called for greater pooling of initiatives by regional, continental and international structures in order to put an end to the security situation prevailing in eastern DRC and in the Great Lakes Sub-Region.

It was for the Heads of State and Delegations to take stock of the functioning of the Community, to meet the challenges and consolidate the

dynamics of the integration of the Sub-Region. This dynamic goes through the projects carried out in terms of financing the Institution, in terms of maritime security, the promotion of the gender approach as well as the promotion of all initiatives making it possible to face security challenges in the community space. of ECCAS.

NationallySon Excellence Ali BONGO ONDIMBA, President of the Republic, Head of State, after ending on Friday June 30, 2023, at the Estuary stages, continued its Republican Tour on Sunday July 02, 2023 in the province of Woleu-Ntem. A warm and popular welcome was reserved for him in Oyem before continuing his travels in the various localities of the province.

UNDER THE DRAFT TEXTS LEGISLATIVE AND REGULATORY

The Council of Ministers deliberated on the following matters:

MINISTRY OF THE INTERIOR

  • Draft decree setting the deadline for filing declarations of candidacy for the election of the President of the Republic, Deputies of the National Assembly, Members of Departmental Councils and Municipal Councils for the year 2023.
  • Draft decree on the opening and closing of the electoral campaign for the election of the President of the Republic for the year 2023.
  • Draft decree on the opening and closing of the electoral campaign for the election of Deputies to the National Assembly and Members of Departmental Councils and Municipal Councils for the year 2023.

The present draft decrees taken pursuant to the provisions of the related articles of Law No. 07/96 of March 12, 1996, as amended, sets, with regard to the first draft text, July 11, 2023, the deadline for filing of declaration of candidacy for the election of the President of the Republic, of the Deputies of the National Assembly, of the Members of the Departmental Councils and of the Municipal Councils.

The second draft text, opens the electoral campaign of the President of the Republic for the year 2023, on August 11 at midnight and its closure on August 25, 2023 at midnight.

The third draft text, meanwhile, provides that: “The electoral campaign for the election of deputies to the National Assembly and Members of the Departmental Councils and Municipal Councils for the year 2023 opens on August 16 at 00 hour. It closes on August 25 at midnight.

– Draft decree appointing the members of the offices of the consular electoral commissions for the organization of the election of the President of the Republic in the year 2023.

This draft text taken pursuant to the provisions of the relevant legislative and regulatory texts designates by name the members of the offices of the consular electoral commissions for the organization of the election of the President of the Republic in the year 2023.

– Draft decree appointing the members of the offices of the local electoral commissions for the organization of the election of deputies to the National Assembly and departmental councilors and municipal councilors for the year 2023.

Taken pursuant to the provisions of Law No. 07/96 of March 12, 1996, as amended, the draft text referred to above

lists the persons appointed as members of the offices of the local electoral commissions for the year 2023.

MINISTRY OF HEALTH AND SOCIAL AFFAIRS

  • Draft decree on the creation, powers and organization of the National School for Hearing Impaired Children and Adolescents.
  • Draft decree on the creation, powers and organization of the Center for Children with Social Difficulties.

The present decrees, issued in accordance with the provisions of Law No. 020/2005 of January 3, 2006 laying down the rules for the creation, organization and management of State services, relate to the creation, attributions and organization of the National School

for Hearing Impaired Children, abbreviated

“ENEDA” as well as the Reception Center for Children with Social Difficulties, in short

« CAPEDS ».

The adoption of these two texts makes it possible to fill the legal vacuum by determining their organic frameworks.

Indeed, these two structures of a social nature and whose missions are complementary ensure, with regard to the National School for Hearing Impaired Children, supervision and education adapted to the needs of hearing impaired children in order to promote their school integration. as well as their social and professional integration.

The Reception Center for Children with Social Difficulties, meanwhile, has the mission of providing educational, psychosocial support and protection adapted to the needs of any child in

social difficulties, with the aim of promoting their social integration and/or reintegration.

ENEDA and CAPEDS enjoy management autonomy and are attached to the General Directorate of Social Affairs.

Also, for their respective functioning, the National School for Hearing Impaired Children includes a Direction, Technical Services and Provincial Services. The Reception Center for Children with Social Difficulties is made up of a Direction and Provincial Services.

IN TERMS OF GENERAL POLICY

MINISTRY OF NATIONAL EDUCATION RESPONSIBLE FOR CIVIC TRAINING

The Minister of National Education reported to the Council of Ministers on the report on the progress of the 2022-2023 academic year.

At the end of the said communication, the Council of Ministers wished to emphasize its deep satisfaction marked by a peaceful academic year following the respect of the Government’s commitments vis-à-vis the social partners and the various actors of the education system, in particular the administrative body. and the teaching staff.

This context marked by assiduity and responsibility, has also enabled the achievement of highly satisfactory results in the various end-of-year exams with a success rate for the 2023 session distributed as follows:

  • Certificate of Primary Studies (CEP) 82.24%;
  • Brevet d’Etudes du Premier Cycle (BEPC) 81.96%;
  • Baccalaureate of General Education 82.01%;
  • Technical and Professional Baccalaureate 84.44%.

It should be noted for all of these exams, a personal involvement for an inclusive education of His Excellency Ali BONGO ONDIMBA, President of the Republic, Head of State, having enabled better support for vulnerable children, in particular those living with a disability and those in social difficulty with a respective success rate of 100% for each exam and 50% (BEPC) and 100% (BAC).

Also, His Excellency Ali BONGO ONDIMBA, President of the Republic, Head of State, does he wish to pay special tribute and to extend his congratulations and encouragement, as well as those of the Council of Ministers, to all the players in the education system.

This particular context which now allows a normal and peaceful progress of the academic calendar at the national level, authorizes a projection by the regulatory channels of the academic calendar 2023-2024 as follows:
