G7 in Trento, what’s in the final document: from chips to AI in public administration

A “contact point” on chips, cooperation on submarine cables

One of the government’s priorities for this G7 was claim a space for Italy in the global microprocessor supply chain. And in the declaration, together with the recognition “of the role of chips for resilient supply chains”, Italy’s proposal to create a “point of contact” among G7 countries to facilitate the exchange of information and practices on research, production, crisis areas and non-market practices that could distort the industry. How effective this coordination will be, given the strategic nature of the sector for the various countries, remains to be understood: the declaration limits itself to saying that it will be carried out during the Italian presidency, without saying that it will continue beyond that. More cooperation also in the critical infrastructure of submarine cables and quantum computing, the subject of two of the four annexes: we will work to define the technical requirements together.

A toolbox for AI in the public sector

Artificial intelligence is the great protagonist of the final statement. The first interesting element is that the big seven “recognize that the approaches and tools for achieving a common vision of safe AI vary between countries”. The observation of a divergence between Europe’s regulatory approach and that of other countries such as the United States and Japan, based on voluntary codes of conduct, also passed to the G7. The adults are committed to continuing the work on these codes of conduct launched by the previous Japanese presidency in Hiroshima, verifying among other things their actual adoption by companies. We will discuss “the interoperability of the various regulatory schemes”, with the aim that even in the Western world the rules become fragmented.

As for the Italian presidency, it will coordinate the work for the creation of one by the end of the year “toolbox” for implementing AI in the public sector, which facilitates the exchange of best practices, and a report on the introduction of this tool among small and medium-sized enterprises, with the aim of developing recommendations that encourage it. During the year Italy will also host a summit between Antitrust Authority dedicated precisely to the approach to this new sector, which risks ending up in the hands of a very small number of giants in a semi-monopoly regime.

A hub for AI in developing countries

The latest news concerns the creation, proposed by Italy, of a “AI hub for sustainable development”which should support the diffusion of the technology in the countries of the Global South and in particular in Africa. It is an initiative that the government will try to intertwine with that of the Mattei Plan, to begin to give substance to a project announced with great fanfare but so far empty of content. The statement lacks further details on this hub: the United States is pushing for it to be on their territory.
