CONTEXT:

SIA “Rīgas mikroautobusu satiksme” (RMS) a decision was taken from 2 April this year to completely stop the minibus traffic on the served routes in Riga until the state of emergency in the country is lifted.

From March 21, several RMS routes and flights were closed in Riga, on some routes the transport ran according to the holiday schedule.

On March 26, the Ministry of Transport issued an order stating that carriers should, as far as possible, restrict the use of minibuses for passenger transport in order to respect social distancing.

RMS concluded that the order could not be enforced in any other way than by suspending the provision of public transport services and, for the duration of the emergency, by closing all routes.
