The Genevan deplores the few means of intervention available to the State. “There is no pilot in the plane. Or rather, there are too many of them and all are shooting in different directions. As a result, the plane does not fly very straight. It is not going to crash, but too many passengers are shaken”.

The cantons have reduced their subsidies
The former Federal Councilor points to another broken promise: the subsidies were to follow the evolution of health costs, with a sharing of the costs between the Confederation and the cantons. “The Confederation keeps its promise, but many cantons have not followed,” she explains. An article published this week in the Tamedia titles shows that ten cantons have even reduced their subsidies between 2012 and 2022.
Ruth Dreifuss believes, however, that opportunities can emerge from the KVG crisis that Switzerland is currently experiencing. She recalls that this system was introduced in a context of great difficulty at the end of the 1980s and the beginning of the 1990s.
Single public fund advocated
“I’m not at all desperate: some of the proposals made today make perfect sense,” she says. A public fund, as desired by the PS, can, in its eyes, provide better monitoring of people and greater solidarity if it includes everyone. This crate must be unique. “Otherwise, it will have to align itself with its competitors. Otherwise, it will only attract bad risks”, she specifies.
The socialist, on the other hand, rejects the proposal of the UDC Natalie Rickli to abolish compulsory insurance. It is, according to her, an attack on the principle of solidarity and on middle-class people who could not afford optional insurance. “You have to remember that before the LAMal, there was no solidarity between the sick and the healthy, nor between young and old”, she underlines.
