Extended Deadline for Pensioner Identification: New Government Decision

According to the government decision, such pensioners will have time to undergo physical identification, and can do this either at a branch of the Pension Fund or Oschadbank, or remotely, through the PFU electronic account or video identification.

At first, a time period was set for pensioners from July 1 to the end of 2023, but on December 27, the government extended the identification period for another three months. Thus, before March 31, you must confirm with documents the legitimacy of receiving payments.

If identification is not passed, the pension will accumulate in the recipient’s account until the pensioner confirms his identity. And immediately after identification, the entire amount will be transferred to the recipient’s bank account.

Identification of pensioners

For internally displaced persons receiving a pension through a current account at Oschadbank, the following is equivalent to physical identification:

  • authorization in a personal electronic account on the web portal of electronic services of the Pension Fund of Ukraine using a remote qualified electronic signature “Diya.Pidpis” (Diya ID);
  • identification of a person using video conferencing conducted by territorial bodies of the Pension Fund in compliance with the legislation in the field of electronic trust services;
  • identification of pension recipients in the Oschadbank institution;
  • certification in accordance with the established procedure upon application of the recipient temporarily residing abroad by the relevant foreign diplomatic institution of Ukraine of the fact that the person is alive.

Clarification on identification issue

As reported by the press service Ministry of Social Policy, the standard of physical identification for all recipients of pensions and social benefits has been in effect in Ukraine on an ongoing basis since 2004. It is necessary in order to check whether the person who receives funds from the state is really alive, and whether the payment is received by the person to whom they were assigned.

The vast majority of Ukrainian pensioners and recipients of social benefits did not pay attention to the effect of this norm, since they underwent physical identification in a way that did not attract attention, for example, by applying to the bank to receive a new plastic card. Or, in practice, identification was carried out by the postman when handing over the pension, the ministry noted.

For one category of citizens, the standard of physical identification has not been applied in the last three years. Namely: for three years, the payment of pensions to pensioners who became IDPs before February 24, 2022, was carried out without undergoing physical identification since the introduction of quarantine in Ukraine due to Covid-19. On July 1, due to the end of quarantine, it resumed its operation, the Ministry of Social Policy explained.
