Everything you need to know about the control of polluting cars is in the memo prepared by the Department of Environmental Protection

in 2024 after the amendments to the legal acts entered into force in January, giving the officials of the Department of Environmental Protection the right to stop cars and trucks and buses on the roads and to check the pollution caused by cars, the specialists of the department prepared vehicle pollution control memorandumwhich answers the most frequently asked questions of the public.

The memo presents the process of stopping and checking cars in detail, provides information on how the driver will need to act if environmentalists detect pollution exceedances, and answers other relevant questions.

Validity of vehicle technical inspection document

The mandatory vehicle inspection document will be invalidated if the vehicle’s emissions are found to exceed the limit values ​​or if there is any leakage of liquid (e.g. lubricants, fuel) that may cause damage to the environment or endanger other road users . According to the updated order of the Director of the Lithuanian Transport Safety Administration no. 2BE-189 (amendment, 2024 March 19 No. 2BE-38), the technical inspection document will expire 48 hours after the decision is drawn up, but if fluid leakage is detected, the technical inspection document will expire immediately and such a vehicle will no longer be able to participate in traffic.

How to recognize an officer and an official car

It will not be difficult to recognize department officers stopping vehicles on the road. The officers of the department will wear official uniforms with the words “Environmental protection”, embroidered emblems with the words “Lithuanian environmental protection”, and upon request, they will present the certificate of the environmental protection state control officer.

There will be at least two officers in the crew who will stop the vehicle during daylight hours by waving a lighted baton or reflective disc with a red reflector across the direction of travel, or by calling a stop over a loudspeaker and/or by turning on the blue lights of a patrol motor vehicle. The first raids are of a preventive nature

Please note that the first car pollution control raids will be of a preventive nature. During these actions, the pollution of stopped cars will be checked, but the drivers will not be subject to administrative liability and the vehicle technical inspection document will be invalidated.

Department officials will not search the driver’s belongings after stopping a vehicle for pollution control. Only if there are reasonable suspicions that the items in the checked car are related to illegal hunting, fishing, etc., the officers have the right to check the items.

Vehicles will not be stopped at night.

We would like to remind you that since the beginning of this year, department officials have acquired the duty to check the compliance of emissions into the environment – carbon monoxide (vehicles with gasoline internal combustion engines), smokiness (vehicles with diesel internal combustion engines) with the established limits, dangerous operating fluids (lubricants, fuel) leakage into the environment.
