Public votes from non-participating countries will be added up and weighted as much as those from a participating country. In recent years the public vote has weighed as much as that of the professional jury of the same country, but since there will probably be no “international professional jury”, the power will lean slightly towards the viewer thanks to that extra “international public vote”.
“These changes recognize the immense popularity of the show by empowering viewers of the biggest live music event in the world,” said Eurovision executive supervisor Martin Österdahl.
