The Ministry of Human Resources and Emiratisation announced the 14 main economic activities, and 71 sub-activities fall under them, covered by the Emiratisation targets in private sector establishments that have from 20 to 49 workers in selected economic activities.
Ministerial Resolution No. 455 of 2023, regarding the mechanisms for implementing the Cabinet’s decision regarding Emiratisation targets in private sector establishments that have from 20 to 49 workers in selected economic activities, indicated that the specified establishments must increase the number of citizens registered in the establishment by appointing one citizen to At least during the year 2024, and at least another citizen during the year 2025.
The Ministry of Human Resources and Emiratisation notifies the targeted establishments through the Ministry’s digital channels, stressing that if any manipulation, fraud, or fictitious localization is proven by the establishment or the provision of incorrect data, the fines stipulated in Cabinet Resolution No. 95 of 2022 and its amendments and any fines will be applied. other specific provisions of the legislation in force.
The Ministry announced that the establishments will be subject to periodic follow-up, monitoring and evaluation by the relevant organizational units in the Ministry to ensure their compliance with the implemented laws, legislations and decisions.
The decision authorized the facility to file a grievance against any decision issued in its regard, in implementation of this decision, before the Grievance Committee in the Ministry in accordance with Ministerial Resolution No. 45 of 2022.

As for the seventh main economic activity, it is related to human health and social work, such as physical medicine and rehabilitation centers, a radiological diagnostic center, a factory for making teeth and replacing them, a factory for making prosthetic devices, and an optics center.
While it includes social work activities, nurseries, a charitable organization, social counseling, counseling for families of children with disabilities, early education and rehabilitation services.

As for the field of arts and entertainment, it includes creative activities, arts and entertainment, sports facilities, sports clubs, entertainment services and contracting, operating games, managing and operating yachts, managing and operating public beaches.

As for the rest of the main economic activities, they include manufacturing industries, construction, wholesale and retail trade, transportation and warehousing, accommodation and hospitality services, and each of these activities falls under sub-activities. The ministerial decision confirmed that these economic activities have been classified according to the International Standard Classification of Economic Activities, pointing out that these activities will be subject to periodic updating by the Ministry according to the priorities of resettlement in the private sector.
