Who is the electric allowance 2022/2023 for?
One-time electrical accessory is provided for those households that use electricity for heating, including heat pumps. The amount of the supplement will be PLN 1,000while in the case of annual electricity consumption above 5 MWhis elevated up to PLN 1,500.
Electrical add-on for heat pumps, but not for photovoltaics!
It is important to know that homeowners who have invested in photovoltaics will not receive an electricity allowance. Even if they also have a heat pump. The act clearly emphasizes that if a household uses electricity generated from a photovoltaic micro-installation, it is not entitled to an electricity allowance.
The electric allowance is also not due to households covered by a positively considered application for the payment of a coal allowance or an allowance for other heat sources, such as pellets, LPG gas, wood or fuel oil.
How do I get an electric allowance? Conditions
As a rule, the electric allowance is linked to the address of residence, i.e.: one add-on per address. However, the amendment to the Act provides for the possibility payments of several electrical allowances to one address and a shared stove. These are households living at the same address but having two different heating sources.
The new rules say that “if several households live at one address but in separate premises and they use different ones or shared heating sources entered or reported to the central register of building emissivity, then each of these households will be granted an electric allowance.
Reasons for payment of the electric allowance for such households determined by the head of the commune, mayor or president of the city by administrative decision, after conducting an environmental interview, which will show that several households live at one address in separate premises and that these households use a separate or shared heating source.
The amendment also stipulates (Article 2(2d)) that the head of a commune, mayor or president of a city enters a heat source into the CEEB, if the source has not been previously reported to the register, without the need to submit an appropriate declaration.
Electrical supplement without CEEB declaration and application
The regulations provide that the electric supplement is due when the main source of household heating has not been reported or entered into the CEEB by August 11, 2022, and as a result of the environmental inquiry it has been established that the household’s heating source is electricity. An official note is prepared from the conducted environmental interview. The entry into the CEEB is made by the commune head, mayor or president of the city ex officio without the need to submit a relevant declaration.
Similarly, if the household has not submitted an application for the allowance, and as a result of the environmental interview it has been established that the household’s heating source is electricity – the electricity allowance will be granted.
Where can I apply for an electric allowance?
Applications can be submitted at the commune or city office – in person or by mail and online via e-PUAP. Current templates of the letter are available to those interested in communes and on the Internet. We will receive information about the granting of the supplement directly from the Commune Office or by e-mail.
How to submit an application via e-PUAP? Log on to the e-PUAP portal, then select from the catalog of cases: “General letter to a public entity”. Choose the address of the appropriate office, type of letter, attach the application, sign it electronically and send it.

Verification of applications
It is important to know that the information submitted in the application for the payment of the electric allowance is subject to criminal liability for making false statements.
If, during the verification of the application for the payment of the electric allowance, the official has doubts as to the factual accuracy of the information provided therein, he may conduct an environmental interview. Failure to agree to the inspection or preventing it from being carried out will be the basis for refusing to grant the electrical allowance.
The government estimates that it will benefit from the solution about 800,000 households. The government is to allocate about PLN 1 billion for the payment of electrical allowances.
