Your main activities:
The incumbent of this position exercises control over acts (deliberations, decisions, contracts) relating to permanent and non-permanent staff of local authorities and local public establishments having their head office in Paris, as well as of acts in the Île-de-Île region. – France and regional public establishments in application of the provisions of the general code of local authorities.
It also exercises control over acts relating to general affairs emanating from these same structures (delegations of signature, internal regulations, decentralized cooperation, operation and internal elections to communities, etc.).
The incumbent is thus specifically responsible for:
– the examination of documents transmitted and teletransmitted within the framework of the defined control priorities;
– to draw up analysis sheets for the acts and to propose the follow-up to be given to the findings of an irregularity, then to prepare the draft letters of observations and recourse free of charge;
– to ensure the follow-up of the files which have been the subject of an appeal and, if necessary, to prepare the referrals;
– ensure the quarterly and annual statistical monitoring of the control activity
– to classify the acts at the end of the control;
– participate in the archiving of acts on the basis of the archiving charter in force;
– deal with requests for legal advice from the communities and establishments inspected;
– actively participate in Qualipref commitments by developing response projects to requests for advice sent by email within 5 working days as well as response projects to requests relating to the exercise of legality control and budgetary control within 10 days worked.

Your professional environment

Service activities:

Attached to the General Secretariat for Public Policies (SGAPP) of the Prefecture of Ile-de-France and Paris, the Legal Affairs Department (DAJ) is responsible for:

– monitoring of institutional and financial affairs in Ile-de-France
– control of the legality of local authorities having their headquarters in Paris
– litigation of acts of the regional prefect and those taken in his name
– legal advice to the services placed under the authority of the regional prefect
– the legal quality of the acts of the prefectural services

Composition and staffing of the service:
The DAJ is made up of 27 agents. It is structured in 3 offices and a mission.
Hierarchical links:
The director of legal affairs, assistants to the director of legal affairs
Functional links:
Within the prefecture and state services, close liaison with the legality control office, particularly in the area of ​​control of aid from local authorities to economic players, is essential.
