Current evaluations of the waiting lists using the “Kita-Navigator” online procedure indicate, however, that at least 56 percent of the children under three years of age need to have space to actually cover their needs. There will be 19,512 places available for children from the age of three up to school entry, which corresponds to an arithmetical supply rate of 102.7 percent.

In addition to the construction of new day-care facilities, the recruitment of educational specialists is a particular challenge.
