I don’t think that’s the reason. Yes, it’s great that you can use your phone for convenience, but there’s no reason why they wouldn’t offer these options via the Xbox as well, provided this could be (easily) realized technically.
Especially when you consider that there is an ‘Active Now’ section on the home screen, where you can easily connect with your friends.

I think at this point Discord is way too complex to run completely on Xbox now (as in required access, etc.), and they’re effectively just sending audio back and forth, and nothing more. So they only use a small part of Discord.

It’s also not a bad idea to limit all of this, because otherwise it could potentially be misused to get things on the Xbox that aren’t intended, both in terms of malware and possibly software that shouldn’t be on it.
This seems like a great solution for a third party app.
