Lucerne diplomat Paul Ruegger has just officially gone to present gifts and tributes from Switzerland and the Canton of Vaud to the fascist dictator Mussolini. The culmination of a series of exchanges which began already in the 1920s, when both sides understand how to take advantage of the short stay of the Duce, still a young socialist agitator, in Lausanne between 1902 and 1904 The honorary doctorate is not an isolated case.
