Digital tool for official soil maps of Puerto Rico announced

Governor Wanda Vázquez Garced announced that the Puerto Rico Planning Board (JP) will have a new tool that will allow showing the official soil maps of Puerto Rico digitally.

“After a careful analysis of the report that was delivered to me by the executive director of the Planning Board’s Multisectoral Advisory Committee, I have determined to accept the recommendations outlined there. They consist of the proposed Qualification Maps not being signed until Volume VI of the Joint Regulation is amended, and a more participatory and consistent process is designed with the municipalities, related to their territorial planning plans, particularly those that have with one or who are in the process of creating it, and have a Hierarchy Transfer Agreement necessary under the Autonomous Municipalities Law, “said the first executive.

“The foregoing so that the Planning Board can act in accordance and achieve the necessary changes to have a digital instrument that shows the official soil maps of Puerto Rico. Once the necessary changes are carried out, there is participation and the rigor processes are carried out, the official maps will be available to the general public through the Geographic Information System of the Planning Board, “said the governor.

Vázquez Garced made reference to the fact that, in response to the claims of some sectors, on October 4, 2019, he issued Executive Order 2019-052 that created the “Multisectoral Advisory Committee of the Planning Board” to provide technical support and recommendations on the approval and signing of the Proposed Rating Maps, the public views of which were held during the month of July 2019.

Amendments to the regulation

He added that, after analyzing the different positions, the Planning Board evaluated Volume VI of the 2019 Joint Regulation on the Qualification Districts, in order to procure some necessary amendments to address the claims of the different sectors. Those changes will also be part of the amendment process and / or a new Joint Regulation that is about to start next month.

Said Committee was represented by a licensed architect, a licensed engineer, several planners with a specialty in urban planning, environmental and development. In addition, it had a representative from the Planning Board, the Puerto Rico Contractors Association, the Federation of Mayors and the Association of Mayors.

Likewise, the work of the Committee began on October 29, 2019 and ended in February 2020, a period in which the actions carried out for the presentation of the proposed Qualification Maps were reviewed, consistent with the promulgation of the 2019 Joint Regulation.

In addition, several organizations that so requested were invited to present their papers to the members of the Committee, including: the Association of Builders of Puerto Rico; the Association of Farmers of Puerto Rico; the College of Agronomists of Puerto Rico; the Department of Agriculture; and For Nature.
