Difficulties in Obtaining Insurance for Building Professionals in the Energy Transition Sector

Question from Mr MENONVILLE Franck (Meuse – Les Indépendants) published on 07/27/2023

Mr. Franck Menonville draws the attention of the Minister for Energy Transition to the difficulties in finding insurance for building professionals in terms of energy transition.

Companies in the photovoltaic sector have been encountering difficulties for several years in obtaining ten-year insurance, due to a series of claims suffered by the sector. Although the technical processes have clearly improved, it is clear that these difficulties persist.

Indeed, these processes are subject to a process of issuing technical assessments from the Scientific and Technical Building Center (CSTB), guaranteeing design quality. Developments in this process have already made it possible to remove certain obstacles to the insurability of photovoltaic installations, such as by defining common techniques, but according to building professionals, there are still many processes which are not insurable.

Thus, the activity of installing photovoltaic panels in our territories is limited despite the demand and the possible public investments.

He would like to know the Government’s intentions on the solutions and guarantees it could provide to companies in order to unblock the ten-year insurance situation for energy transition professionals.
