Diana Kovacheva Elected as Bulgarian Judge at European Court of Human Rights (ECHR)

Ombudsman Diana Kovacheva was elected today by the Parliamentary Assembly of the Council of Europe as a Bulgarian judge at the European Court of Human Rights (ECHR). This was announced by the head of the plenary session.

Out of a total of 214 votes cast and 201 actual votes, Kovacheva won a majority with 115 votes ahead of her rivals Galya Valkova – judge of the Sofia City Court (73 votes) and the director of the European Enforcement School Dragomir Yordanov (13 votes).

Kovacheva gets a nine-year term, which should start within three months.

In the first voting, one vote did not reach the former Minister of Justice in Boyko Borisov’s first cabinet to be elected. 120 people supported her with a required majority of 121 votes.

Diana Kovacheva was born on July 16, 1975. She graduated in “Law” from Sofia University “St. Kliment Ohridski” in 1999. She has a master’s degree in European Union law from SU and a master’s degree in European Union law and the judicial system from Nancy II University .

Since 2021, Kovacheva is a professor of international law and international relations at the Institute of State and Law of the Bulgarian Academy of Sciences.

For nearly 10 years, he has been the director of Transparency International – Bulgaria. From 2011 to 2013, he was the Minister of Justice.

In 2016, she was elected deputy ombudsman of Bulgaria, and then ombudsman, which position she holds until today.

In 2014, Kovacheva was awarded an Order of the British Empire by Queen Elizabeth II for her contribution to combating corruption and her efforts for a transparent and efficient judicial system.

The mandate of our current ECHR judge Yonko Grozev expires on April 12.
