Descaling: The Hortaleza street market, the first in Madrid to reopen | Madrid

The bargains and the offers are sung out loud from the stalls, that is, complying with the recommendations guide for a safe return of the regional government. The market in the district of Hortaleza has been the first in the capital to open during phase 1 of the de-escalation and it did so this Tuesday with a reduction of its stalls to 25%, with preference for food and basic necessities, such as as established by the new regulations by covid-19, municipal sources have reported. In the Community of Madrid, the two from Alcorcón and the one from Móstoles have also returned this Tuesday and the four from Rivas, on Sunday.

The 26 municipal markets, all except the Rastro, could reopen starting this Monday after the decree issued on Wednesday by the delegate of Territorial Coordination, Transparency and Citizen Participation of the Madrid City Council, Silvia Saavedra. Each district councilor had to issue a resolution determining the particular conditions of reopening and operation of each of the markets.

In addition to the limitation of the posts to 25%, the allowed capacity cannot be one third compared to the usual capacity that has to be controlled to avoid crowds. The signaling of entry and exit, of safety distances and unique itineraries and the presence of general informative signage, are “essential” measures.

The stalls must be sanitized, without direct food handling, they must keep a minimum distance of two meters arranged laterally and six meters when faced, or that the seller explicitly expresses the preference for card payment over cash payment.

In the rest of the municipalities of the Community of Madrid, this Tuesday the Móstoles market has also come to life, from nine in the morning to two in the afternoon but with a new location: it has moved to the Liana Park fairgrounds and to Iker Casillas Avenue, in order to expand the spaces between the 161 authorized stalls for street vendors in the municipality.

According to detailed municipal sources, customers had gloves and a disinfectant dispenser at their access to the premises; a one-way circulation circuit has been established, with differentiated entry and exit; attempts have been made to promote card payment; and there was an order to serve a customer per seller. In addition, the use of masks was mandatory, you could not test the products, whether food or otherwise; and those who may have symptoms compatible with Covid-19 were prohibited from access.

Stalls dedicated to textiles and sundries must return and sanitize clothing or objects before putting it back on sale. The vendors had to reinforce the hygiene and disinfection measures in each of the stalls.

Alcorcón has also proceeded to reopen this Tuesday its municipal markets, one in the fairgrounds and the other in San José de Valderas, again with only 25% of the usual stalls. “The objective is to ensure that we gradually recover daily life and economic activity, always minimizing risk and prioritizing the health of citizens,” said the mayor of Public Health, Seniors and Social Services, Victoria Meléndez.

As for the organizational measures, a two-hour schedule has been established for the installation of the stalls and five hours for opening to the public will be from 9.00 to 14.00, “also signaling the waiting security distances between the stall and the client”. The perimeter of the market has been delimited in such a way that there is “a single entrance and exit”, while in the access to the enclosure “a hydroalcoholic gel dispenser has been arranged”. In addition, the capacity has been reduced to “a third”, the number of containers has been increased to “avoid dirt during the operation of the market” and, after each day, each mobile stall will be cleaned and disinfected.
