Ayuso’s arguments

That same day, the regional administration registered an administrative contentious appeal before the Supreme Court where it requested as a precautionary measure to go to the first phase and appealed the orders that support the phase one and two de-escalation strategy.

In addition, the Community provided the Supreme with a report from the Ministry of Estate and Public Function, led by Javier Fernández-Lasquetty, where it is verified that between a reactivation in May and a reactivation in June (scenarios 1 and 2) there are 3 points of difference in GDP and almost 200,000 jobs affected.

The Ministry of Health defended that Madrid meets the parameters set by the central Executive in terms of Healthcare capacity, health indicators with a decrease in the incidence of the coronavirus and in relation to the detection and surveillance network of new cases.

Along with the flexibility plans in hospitals, Madrid underlines in its diagnostic capacity that it can be increased to 15,000 PCR tests and even up to 20,000, something required by the Ministry. In Primary, one of the aspects that the Executive asked to consolidate and that is in the transformation phase, 1,300 tests are carried out daily, but Health plans to reach 5,000 together with the support of SUMMA. In terms of reinforcement, the Community of Madrid has advanced that more than 10,000 reinforcement contracts will automatically be renewed.

What does Catalonia want?

The Catalan Government wants Barcelona and the northern and southern metropolitan regions go to phase 1 and Camp de Tarragona, Terres de l’Ebre (Tarragona) and Alt-Pirineu (Lleida) advance to phase 2. The Barcelona metropolitan area and the Baix Montseny are the only areas that appear in the initial phase, the most restrictive, while last Monday the sanitary zones of Central Catalonia advanced, the provinces of Gerona and Lleida and Alto Penedés and Garraf.

For his part, the chief of Epidemiology at the Clinical Hospital, Antoni Trilla, believes that Barcelona city and the two metropolitan regions, all in phase 0.5, have “great possibilities” moving on to phase 1. Furthermore, he said on Catalunya Radio, that he considers that the three health regions can go to phase 1 “with the indicators well consolidated,” reports ACN.
