All on-site public events are prohibited

During the emergency, all public events on the ground will be canceled and banned. This prohibition will not apply to outdoor meetings, processions and pickets.

All sporting events, such as competitions, demonstrations, performances, with the exception of sports competitions for adult national team athletes included in the calendar of sports competitions of the International Olympic Sports Federations, will also be prohibited and canceled if they take place without spectators.

The restriction will also not apply to international and top-level team sports competitions in which only adult professional athletes participate.

The number of people allowed in private events has been reduced

Also from Monday, November 9, 10 people will be allowed to attend private events, but not more than from two households, except for funerals. No more than ten people will be allowed to gather at the funeral at one time.

Closed entertainment facilities and limited caterers

The government’s decision to declare a state of emergency stipulates that the provision of entertainment services in bars, nightclubs, discos, water parks, saunas, spas, skating rinks, game halls, children’s party venues, amusement and amusement centers, trampoline parks, children’s playgrounds will be prohibited in Latvia for four weeks. rooms, babysitting rooms. This prohibition will not apply to recreation on nature trails.

Catering will only be allowed in takeaways.

Reduced working hours of institutions

It will be possible to start work in cultural places, exhibition venues, sports and religious activities not earlier than at 6 and end no later than 20, with the exception of sports centers, which will be able to close no later than 22.

Restrictions in stores

During the emergency, the work of shopping centers will be restricted during the holidays.

From 9 November to 6 December (inclusive) on weekends and public holidays in shopping centers will be open only grocery stores, pharmacies, veterinary pharmacies, animal feed stores, bookstores, press outlets, optical stores, hygiene and household goods stores, telecommunications goods service places.

The retail outlets will have to provide ten square meters per visitor and wear a mask. The mask should also be worn in open market areas and street sales outlets.

Shopping centers are defined as buildings arranged for permanent and systematic trade with a total sales area of ​​at least 10,000 cubic meters or in which at least ten traders or service providers operate in individual sales outlets.

The stores of the largest retail chains will provide the necessary space per visitor at the point of sale by limiting the number of available shopping baskets and carts.

In small “Rimi” stores, shopping baskets will be used to provide ten square meters per visitor. Namely, only the number of baskets or shopping carts allowed in the store will be placed at the entrance to the store, Regīna Ikala, the public relations manager of Rimi Latvia, told LETA. If there are no baskets or carts at the entrance, it means that new buyers are currently not possible to enter.

In turn, additional security solutions in larger stores are still being considered, Ikala explained.

Informative materials on customers about the necessary security measures will also be posted in all “Rimi”.

With the entry into force of the new regulations, which will further reduce the number of people allowed in stores, information will be placed next to each Maxima store on how many people can be on the store’s premises, taking into account its area. The store employees will follow the number of people as much as possible, promised Liene Dupate-Ugule, communication manager of “Maxima Latvija”. It is planned to do this by limiting the amount of trolleys and baskets in the store, as well as, if necessary, to periodically close the store door.

Senior pupils and students will continue their studies remotely

Allowing to continue to provide childcare services, the Cabinet of Ministers decided to suspend the full-time study process in all educational institutions during the emergency situation and provide distance learning, while allowing full-time students and those whose educational programs are related to practical activities.

This means that the decision to discontinue full-time studies will not apply to the acquisition of a pre-school education program, the acquisition of a general education program for grades 1 to 6, the acquisition of a practical part of vocational and higher education programs that is necessary for acquiring professional skills or qualifications. and clinical practice at the residency, as well as the acquisition of the program in the social correction educational institution “Naukšēni”, special education institutions and special education classes of educational institutions implementing a special basic education program for students with severe mental disabilities or several severe developmental disabilities. students with intellectual disabilities.

Acquisition of adult continuing education, professional development and non-formal education programs will be provided remotely, except for the acquisition of the practical part, which is necessary for the acquisition of professional skills or qualifications and which cannot be performed remotely.

Acquisition of interest education and vocational education programs will be provided remotely, but in person indoors – only individually (except for persons living in one household) or only for students of one educational institution group or class, who are not students of other groups or classes at the same time (except educational institutions, in which a vocational education program is also implemented at the same time as the general primary education or general secondary education program). Attempts by choirs and wind ensembles are not allowed in person.

If the Center for Disease Prevention and Control has imposed mandatory anti-epidemic measures on an educational institution, a student or an employee of an educational institution, the educational institution shall immediately inform the State Education Quality Service about this fact and further action.

It has already been reported that an emergency situation will be declared in Latvia for the restriction of Covid-19 from Monday, November 9, to December 6 (inclusive).

This decision was made at a joint meeting of the government and the Crisis Management Council on Friday.

The Cabinet of Ministers declares a state of emergency for a definite period of time, but not longer than three months. The state of emergency can be lifted by the government ahead of schedule if the threat to the country has been prevented or overcome. Depending on the type and intensity of the threat, the government may declare a state of emergency throughout the country, in a part of the country, in a part of the administrative territory.

For violation of restrictions or prohibitions established during an emergency situation, the law envisages imposing a fine on a natural person from ten to 2,000 euros, but on a legal person – from 140 to 5,000 euros.

In accordance with the law on declaring a state of emergency, the Cabinet of Ministers decides. The Saeima Presidium, in its turn, must immediately include such a decision in the agenda of the Saeima sitting and parliamentarians must vote on it.
