Council of State Reinstates Technical Control for Two-Wheelers Against Government Opposition – Anger of Bikers in Hérault Grows

While the Council of State reinstated the technical control of motorized two-wheelers on Monday October 31, 2022, disavowing the government, the federation of angry bikers is chomping at the bit in Hérault. In Montpellier, the counter-attack will first take place on the administrative ground before other more muscular actions.

Snub for the government and muffled anger of the bikers: Monday, October 31, the highest French administrative court succeeded in irritating many people by considering that the decision taken by the government to repeal the decree applying technical control to the two- motorized wheels was “illegal”.

Technical control of two-wheelers more than 125 cm3 therefore, on paper, has just been restored.

Clément Beaune, Minister Delegate for Transport, announced on France 2 the establishment of a consultation “from the weekend with an association of bikers and road safety associations”.

A immediate application of this technical control is therefore excluded. This does not prevent Jean-Luc Vrignaud, the coordinator of the angry biker federation 34from fulminer.

This 69-year-old motorcyclist, who has been riding since the age of 16, does not understand this turnaround:

We have been working for two years with the State and the French federation of bikers to present to Europe alternative measures to avoid this technical control. All this work is going to go in the trash?

According to him, these alternative measures include significant work on noise and pollution from motorcycles, but the State Council “confirmed two associations that only work on these aspects.”

“At the federation, we are working on raising awareness of road safety among young people, we have trained 1 400 young people in schools and high schools, we also have a “Calmos” relay, we are going to discuss with the bikers to make them aware of the noise. And yet, with all this, we are made to appear irresponsible”, protests the Hérault coordinator of the FFMC.

For angry motorcyclists, this technical control of motorized two-wheelers is perceived as an additional tax, a means of “pocketing bikers.”

For the time being, no punch action is planned in the region, the local FFMC is awaiting a return from the national office but, warns Jean-Luc Vrignaud, “the bikers in Montpellier are in combat mode !”
