The hit and answer with Fontana
During the day, Conte had released a note on the decisions taken at the beginning of March, a note which reads: «If Lombardy had wanted to, it could have made Alzano and Nembro a red zone». “I don’t think there are any faults in this situation,” the governor of Lombardy had replied tightly, Attilio Fontana, adding that “assuming there is a fault, the fault is possibly both”. At the press conference tonight, the Prime Minister returned to the same concept, explaining that he did not want to make “controversy”: “We have never stopped preparing more restrictive measures. The clarification (that Lombardy could set up a red zone, editor’s note) I did it not out of controversy, nor to put someone in difficulty. I take full responsibility and don’t go looking for the responsibility of others. We need everyone’s collaboration ».

The reconstruction of Conte
During the press conference, Conte wanted to retrace the fundamental stages of an event – that of the failure to establish a “red zone” in the Bergamo area – which for days has been at the center of a hit and polemical response between the Lombardy region and the government. And that raises heavy questions. As Marco Imarisio, Simona Ravizza and Fiorenza Sarzanini wrote in theinvestigation of Courier service on the epidemic in the Bergamo area: «Why has a red zone never been established in the province of Bergamo? (…) According to Confindustria Bergamo data, a possible red zone would have involved 376 companies (…). But the last word is always up to politics. To the regional government, to the national one. They both had the opportunity to intervene. But for six days, from March 3-9, no one took the burden of doing it». At the press conference, Conte spoke of those six fateful days. “After the first indication of the scientific-technical committee on March 3,” reconstructed the Prime Minister, “on the 5th I asked myself to better articulate the reasons supporting this request for a specific health belt, since we were already there orienting towards an even more rigorous measure, that is, of a belt for the whole of Lombardy. On day 6 I talked for hours with the members of the technical scientific committee and in the end we came to the conclusion that a red zone was imposed for the whole of Lombardy. And on the 7th I signed ».

The note of the Lombardy region
The Lombardy Region has also reconstructed the story in one of its notes. “On the same day as the first infection in Lombardy is recorded”, the document reads, “the President of the Region with the Minister of Health has taken the first ordinance with the aim of suspending school activities, public events and work and commercial activities. On February 23, the red area of Codogno is established by the President of the Council of Ministers. On the same day the yellow zone was established, which provided for fewer restrictions (…). On 1st March the first Dpcm was agreed with restrictive measures on the whole region with particular severity for the provinces of Bergamo, Cremona, Lodi and Piacenza. Faced with the mapping of the spread of the infection, the Lombardy Region on 3 March reiterated, among others, the request to establish a red zone for Nembro and Alzano (…). On March 8th – the note concludes – the Government decided with its Dpcm, the one that generated the dramatic nocturnal exodus from Lombardy, to establish the red zone in the whole region, overcoming any decision relating to Nembro and Alzano and canceling that of Codogno. ” In the evening we learn that the President of the Republic, Sergio Mattarella, he phoned the Lombard governor Fontana. From the League they explain that the head of state has expressed “support for the activities of the governor, the region, doctors and mayors”. During this period, President Mattarella often calls the governor, as he leads the region most affected by the epidemic.

Conte: «Alzano-Nembro and Codogno are in a different time perspective»
As for the difference between the cases of Codogno and Vo ‘ – who were armored in a rigorous lockdown as early as February 23 – the Prime Minister at the press conference pointed out: «(In Bergamo, ed) we are in a different time perspective: this is the difference. We have belted those two Municipalities because were the two outbreaks identified at the beginning, but later we felt that the red zone imposed itself on the whole region “. To date, Alzano Lombardo has 177 infections, Nembro 207. In the whole province of Bergamo there are 2,378 dead.
