Coronavirus: Conte ready for liquidity decree, task force reopening node – Politics

The liquidity decree, the school decree, the extension of the golden power announced by Riccardo Fraccaro. The next few hours will bring these three innovations in the anti-virus action of Prime Minister Giuseppe Conte. The road, however, remains uphill. And if on the one hand the government seems to be taking the path of a dialogue with the oppositions, even if it is not easy, the specter of new tensions, even in the majority, faces on the hypothesis of a task force on reopening.

With, in the background, that Eurogroup on Tuesday where the possibility is far from averted that the use of the Mes ends on the table. And the M5S already fibrils.

The race against time has started in the government to get to the CDM already tonight. But the liquidity bill is not ready and it is therefore possible that the meeting will be postponed to Monday.

It is on this decree that technical and political gleanings still persist. First of all, on the extent of the state guarantee for bank loans to companies. Iv asks for a 100% guarantee, finding the M5S on the same line. But the owner of the Mef Roberto Gualtieri brakes and in the evening explains: “the guarantee will be” 100% for loans up to 800 thousand and we will increase to 90% for loans up to 25% of turnover. “

The difference is sensitive. A 90% guarantee does not exempt banks from the procedures for verifying the typical solvency of the disbursement of loans, risking delaying the disbursement of liquidity.

Another open topic is how to secure loans. The M5S pushes for guarantees to arrive through Cassa Depositi e Prestiti. But the idea of using Sace, a Cdp subsidiary that at that point, would be transferred directly under the aegis of via XX Settembre has made room for MEF. Idea that the Movement just doesn’t like. Just as the Five Stars look with some skepticism on the establishment of that task force on openings advocated for days by the Democratic Party. “It will have to be done by people who know what is happening, professionals, entrepreneurs. The Academy is not needed,” warns Vito Crimi. “A control room with scientists, administrators and categories is needed quickly. Everyone must be involved”, re-launches the group leader Dem Andrea Marcucci.

Conte, government sources explain, has given full willingness to share the choices on the recovery. But, more than a control room in an institutional sense, at Palazzo Chigi they prefer to speak of “connection” with the main actors involved. And, speaking of reopening, Vincenzo Spadafora announces: the activity of the civil service volunteers will resume on April 16th. In the meantime, there is evidence of dialogue with Regions and oppositions.

“Positive responses to requests made by the entire system of local authorities have arrived”, explains Minister Francesco Boccia after a video conference with governors, ANCI and UPI. Meeting in which the Regions make a request: directly manage the resources of the National Social Policies Fund; 900 million for 2019/2020.

At the same time, the dialogue between government and oppositions is advancing. A double meeting – the first yesterday, the second today afternoon, also with Gualtieri – between the minister Federico D’Inca ‘and the group leaders of Fi, Lega and Fdi will serve to take stock of their proposals: some could be absorbed as amendments to the Cura Italy, others diverted to the liquidity decree and the April decree. And the government meets the demands of the opposition on golden power: Fraccaro announces its extension, also for initiatives coming from the EU and requires communication also for SMEs. Meanwhile, in the majority, we always look with concern at Europe: the idea of a “Mes light” does not convince Conte and scares the M5S. But it could be the “Trojan horse” to obtain, at least for specific purposes, those community bonds which remain the government’s star.
