Cooking Oil Still Missing Mysterious since January All

In fact, the policy on the obligation to meet the needs of the domestic market (domestic market obligation/DMO) crude palm oil (CPO) and refined CPO or olein have been around for quite some time. Since October 2021, the spike in domestic cooking oil prices has started to spiral out of control.

Cooking oil is gone

Although the government through the Ministry of Trade has repeatedly promised that cheap oil supplies are safe and available in the market, the reality on the ground shows otherwise.

In the minimarket network, since the last few weeks, it is very difficult to find government program cooking oil. In fact, the shelves that usually hold cooking oil are now empty more often.

The cooking oil shelves are now more often filled with Barco-branded margarine and coconut oil products. In fact, at the door of the minimarket, there are often clear announcements that say that the store provides cheap cooking oil from the government program.

For the same amount of money, cooking oil from the government program is also difficult to find at traditional market traders, including stalls around settlements. Even if it is available, the price is around Rp. 20,000 per liter or well above the HET that has been set by the government.

Because it is difficult to find cooking oil at the price promised by the government, many residents, especially housewives, are willing to queue to get oil during market operations held by a number of parties.

Not infrequently, the queue to get cooking oil according to the government’s HET price ends in chaos.

Minister of Trade Muhammad Lutfi emphasized that the government is committed to meeting people’s food needs at affordable prices.

To overcome the high price of cooking oil, the government has set a policy of one cooking oil price equivalent to Rp. 14,000 per liter, which has actually been started since January 19, 2022 at 00.01 WIB.

At first, instead of pressuring cooking oil producers to lower prices according to the highest retail price (HET), the government decided to issue subsidies so that the price of cooking oil was Rp 14,000 per liter.

“To provide wider benefits to the community, the government has issued a policy of providing cooking oil at one price,” Lutfi said, quoted by Antara.

“Through this policy, it is hoped that the public will be able to obtain cooking oil at affordable prices and on the other hand producers will not be harmed because the difference in price will be reimbursed by the government,” he said.

The One Price Cooking Oil Policy is the government’s continued effort to ensure the availability of cooking oil at affordable prices.

Through this policy, all cooking oil, both premium packaging and simple packaging, will be sold at a price equivalent to Rp. 14,000 per liter to meet the needs of households and micro and small businesses.

As an initial implementation, the supply of cooking oil at one price will be made through modern retailers who are members of the Indonesian Retail Entrepreneurs Association (Aprindo), and for traditional markets one week is given to make adjustments.

The government, through the Palm Oil Plantation Fund Management Agency (BPDPKS), has prepared Rp 7.6 trillion to finance the supply of packaged cooking oil for the community of 250 million liters per month or 1.5 billion liters for six months.

Lutfi also issued Regulation of the Minister of Trade Number 02 of 2021 concerning Amendments to Regulation of the Minister of Trade Number 19 of 2021 concerning Export Policies and Regulations. This Ministerial Regulation comes into force on January 24, 2022.

This Permendag regulates exports Crude Palm Oil (CPO), Refined, Bleached, and Deodorized Palm Olein (RBD Palm Olein), and Used Cooking Oil (UCO) which is carried out through a business licensing mechanism in the form of Export Registration (PE).

In order to obtain PE, exporters must meet the requirements including an Independent Statement Letter that the exporter has distributed CPO, RBD Palm Olein, and UCO for domestic needs, attached with a sales contract; export plan within six months; and distribution plans to the country within a period of six months.
