Bolsonaro even told athletes that he would spare no effort to stop the initiative. The way to do this, as Bolsonaro’s then-Secretary of Sports, Marcelo Magalhães, said, was to get the complex registered with Iphan, an agency linked to the Ministry of Tourism.
The listing act, dated November 2021, says that “any interventions on the listed property and its surroundings must be previously authorized by the Iphan Superintendence in the State of São Paulo”.
Shortly afterwards, in January 2022, the São Paulo Sports Secretariat approached the Superintendence asking to carry out a “restoration” at the site. It would include various repairs to the stadium’s electrical and hydraulic installations, replacement of light fixtures with LED ones, painting, replacement of the lawn with synthetic grass and “removal of deteriorated rubber flooring on the Stadium’s athletics track.”
The work was authorized by the Iphan Superintendence in São Paulo and, as it is a “restoration” and not a “simplified renovation”, the authorization is valid for two years, until March 9th. The restorations were not carried out, the grass remains natural, but the track was removed within the legal deadline.
When contacted by the column, Iphan confirmed this authorization, but highlighted that the São Paulo government, through the same ordinance, could not hold a race at the location. The track was removed by a promoter, with the approval of the Secretary of State, so that she could hold a drift race there exactly on March 9th.
“Iphan was not informed about interventions related to the automobile event reported this Thursday (15/2). We clarify that for this type of event, prior approval from Iphan-SP is also required, in accordance with ordinance 420. The body will carry out an inspection to investigate the situation”, said the body, now linked to the Ministry of Culture.
