Comptroller and Prosecutor’s Office defend supply contracts for masks – Investigation – Justice


The General Comptroller of the Republic responded to the controversy generated in recent days around the contract by which he acquired 400,000 face masks and other protection elements for the entity’s officials throughout the country.

The Comptroller’s Office contracted with the firm Bon Sante SAS to purchase the face masks and other necessary items to face the health crisis caused by the coronavirus for $ 722 million. The process was carried out by direct contracting, resorting to the manifest urgency decreed by the national government.

A report by ‘Caracol Radio’ indicated that this firm was also hired by the Prosecutor’s Office and that at its registered address, in the north of Bogota, a motorcycle workshop works. Also, that its main object of commercial activities was the commercialization of beauty products and nutritional supplements.

Sandra Bohórquez, the administrative and financial manager of the Comptroller, noted that the hiring was done in compliance with all the requirements imposed by law and that Bon Sante had, at the time of contracting with the entity, dozens of similar processes with entities of the national and regional order to provide elements of protection against the coronavirus.

The firm, established in 2018, registers about 70 contracts with entities such as the Security Secretariat of the Bogota City Hall, the Agustín Codazzi Institute, the National Navy, the municipality of Buga, the National Army and the Sucre Government, among others. All for the supply of bioprotection elements.

According to Bohórquez, When making the selection, the Comptroller verified that the firm offering its services was registered in Colombia Compra Eficiente, who had made and fulfilled similar contracts with other entities and that the items in the Bon Sante catalog fulfilled the requirements of the Invima.

He also said that the offer for the Bon Sante masks was at 1,600 pesos, that is, below the average of the Colombian State Virtual Store, and that the company guaranteed the supply of other items required by the Comptroller, in addition to favorable delivery times.
