Coal and firewood – have they been included in the anti-inflation shield?

Such a rapid drop in inventory wgla in Poland, which we are dealing with now, there has not been for five years (apart from last year’s lockdown, of course). Inventories at utility power plants and combined heat and power plants dropped below 6 million tonnes in July and have not increased above this value until today, although winter is approaching. The last time we dealt with such low inventories was at the beginning of 2018.

As a result, 23 companies have already reported shortages of mandatory coal stocks to the Energy Regulatory Office since October. This is twice as much as at the beginning of November. Among the entities reporting to the Energy Regulatory Office that they did not have or still do not have the required coal reserves for 30 days are, inter alia, Opole Power Plant, Dolna Odra, Rybnik (PGE). The Kozienice Power Plant (Enea) also opened there for the first time. Deficiencies are also reported by at least some of PGE’s combined heat and power plants. All of them face penalties imposed by the Energy Regulatory Office.

Heat producers also complain – on the list of entities reporting shortages of statutory reserves, small heat plants are the most numerous. Theoretically, it is the easiest way for them to replenish the shortages with raw material from Russia, but there is also a shortage of imported coal.

“In recent days, we have been receiving disturbing information about the deteriorating conditions for the performance of contracts related to the supply of coal for system heat sources. The problem concerns both the method of implementing contracts for the supply of steam coal by Polska Grupa Górnicza SA, as well as coal transport contracts with PKP Cargo SA.
