Car incentives 2023, how much is the discount and how to get it

The 2023 Ecobonuses are on the way. For thermal, full and mild hybrid cars, there are 150 million available. Discounts for two-wheelers are also on the way. All digits

Car incentives restart Ecobonus. The law that regulated them provides for aid for the purchase of a new car every year for a three-year period between 2022 and 2024. Having said this, the substantial novelty for 2023 is that 150 million euros are available for those who buy a car with emissions between 61 and 135 grams of carbon dioxide per kilometre. These are cars with 100% petrol or diesel engines with small displacement, full hybrid or mild hybrid. It is the most popular type of machine in Italy, as shown by market data. Last year the 170 million were sold out in less than a month, from May 16 when reservations were valid until June 12. The mechanism established by Prime Ministerial Decree of 6 April 2022 progressively more incentives for electric and plug-ins, including the novelty introduced by Dpcm 4 August 2022 which gives an extra discount to the lowest incomes but only for cars with emissions between 0 and 60 grams/km of CO2. The August decree also partially opens up the possibility of accessing incentives to rental companies. In general, the time limit between the signing of the purchase contract and the delivery of the car is 270 daysunder penalty of forfeiture of the benefit. Here are the incentive bands and possible discounts.

electric cars

  • Cars with emissions between 0 and 20 g/km of carbon dioxide, therefore electric cars, have a budget of 230 million available for 2023 (there were 220 in 2022). To access the incentive, the list price must not exceed 35,000 euros plus VAT, therefore just under 43,000 euros in reality.
  • Anyone who buys an electric car benefits from an Ecobonus of 3 thousand euros if you don’t scrap anything. The figure becomes of 5 thousand euros if a car with homologation between Euro 0 and Euro 4 owned for at least 12 months by the purchaser or by a family member living with him is scrapped.
  • These two figures rise respectively to 4,500 and 7,500 euros for people with an ISEE of less than 30,000 euros.

plug-in hybrid cars

  • The Ecobonus for cars with emissions between 21 and 60 grams/km of CO2, essentially plug-in hybrids, has a budget for this year of 235 million euros (225 million in 2022). In this case, the maximum price of the vehicle to be able to access the incentive must be 45,000 euros plus VAT, or just under 55,000 euros.
  • The Ecobonus without scrapping is 2 thousand euroswith scrapping of a car from Euro 0 to Euro 4 of 4 thousand euros always owned for at least 12 months by the purchaser or by a family member living with him.
  • Also for people with an ISEE of less than 30,000 euros, these figures rise to 3,000 and 6,000 euros.

  • For cars with emissions between 61 and 135 g/km, the benefit is provided only with the simultaneous scrapping of a car with emissions between Euro 0 and Euro 4. The ratio is that of modernizing the vehicle fleet. Here the maximum price threshold of the vehicle to be purchased in order to obtain the benefit drops again to 35,000 euros plus VAT, or just under 43,000 euros on a turnkey basis.
  • Having said that the incentive is of 2 thousand euros and, also in this case, the car to be scrapped must have been purchased for at least 12 months by the person buying the new one or by a cohabiting family member.

motorcycles and mopeds

The incentives for two-wheelers, both electric and petrol, are also starting up again. Vehicles with heat engines, however, see the endowment halved compared to last year, from 10 to 5 million. Here the discount mechanism is calculated as a percentage of the purchase price and in any case does not exceed a ceiling of 2,500 euros which, to access it, requires the simultaneous scrapping of an approved vehicle between Euro 0 and Euro 3.

columns and domestic wallboxes

The 40 million incentives for the installation of charging infrastructure by private individuals, wallboxes or columns still need to be regulated. The amount allocated for 2022, and then not used, was made usable until 31 December 2023 thanks to the Milleproroghe decree. It’s about 1,500 euros of contribution for the individual and of 8 thousand euros for condominiums. The contribution can be requested for structures purchased from 4 October 2022. However, as mentioned, the implementing decree of the Ministry of Enterprise and Made in Italy which regulates the provision of the benefit is still missing.

The 2022 incentive budget is clear. As mentioned, the equipment for the most popular cars sold out in a short time. Conversely, funds for electric and plug-in hybrids have been severely underused. In fact, for 0-20 cars at the end of 2022, more than 127 million remained available, while for plug-in hybrids the figure exceeded 147 million.
