Can you pass the cheapest inspection in another autonomous community?

A few days ago we realized the disparity in prices that exist in Spain to pass the Technical Inspection of Vehicles (ITV). It is surprising that there are deviations of up to 167%, as found by FACUA-Consumidores en Acción after evaluating the rates at stations throughout Spain, when such inspections are regulated by state regulations contained in Royal Decree 920/2017 of 23 December. The lack of uniformity in rates has led some users to choose to pass the ITV at stations in other autonomous communities to save a few euros on the bill. Carriers, commercials and representatives who travel throughout Spain, as well as citizens who reside in areas bordering other regions, are the groups most likely to seek the best price outside their own community of residence due to the very nature of their work. It also represents an opportunity for those who have the date on which they have to pass the inspection coincides with the holiday period and are in a territory where the official ITV rate is cheaper.

However, Royal Decree 926/2020, of October 25, which regulates the state of alarm, establishes in one of its points the exceptions by which it is allowed to enter or leave a perimeter gated community, provided that the displacement is justified. . One of these exceptions is for administrative procedures. The text includes the following words: “Renewals of permits and official documentation, as well as other administrative procedures that cannot be postponed.”

The only requirement that drivers who pass the limit of their community (or their city if it is confined) will have to meet to pass the ITV will be the management of the previous appointment, which at the request of the health authorities is carried out electronically , and carry a receipt to prove the reason for the displacement.

According to the latest data from the ITV employers, the Spanish Association of Collaborating Entities with the Administration in the Technical Inspection of Vehicles (AECA-ITV), about 6 million vehicles circulate with the expired inspection card. The accumulation of specimens pending inspection is the result of the cessation of activity in the stations during the first period of the state of alarm that the Government decreed in spring.

The Executive granted a moratorium of at least 45 days (30 days plus another 15 for each week that the state of alarm lasted, which ended on June 20, 2020) to vehicles whose ITV expired during that period. Vehicles whose expiration date was between June 21 and August 31, 2020, and had not completed it, have a 3-month extension to exceed it from their expiration date.
