New twist in (the incredible) soap opera bypass is of Rouen (Seine-Maritime), the first episode of which dates from 1972. While the elected officials of the Rouen Normandy metropolis, led by Nicolas Mayer-Rossignol, have finally decided to no longer participate in its financing, the Normandy Region and the Department of Seine-Maritime take out the checkbook.
The Region and the Department pay the bill
Thursday, February 11, during a press conference, the two communities announced that they wanted to increase their own contributions, in order to compensate for the withdrawal of the Metropolis. That is, for the Region, an increase from 157 to 205 million euros, and, for the Department, from 22 to 40 million. 66 million euros therefore, equivalent to the share that the Rouen metropolis will not provide.
The state, which makes the largest financial contribution, must still maintain its subsidies. However, if the State has declared the project “of public utility”, and promised the sum of 245 million euros (the future concessionaire must provide the sum of 396 million euros), or as much as the communities, it has been said that it could not go against the will of elected officials in Rouen either …
