He pointed out that Putin was invited to the G20 summit planned for 2024 in Brazil, because Russia is a member of the G20.

“We have to evaluate each specific case. Always. Even the rules of the International Criminal Court (ICC) have a regime for heads of state that we have to study,” the minister said.

“If he (Putin) wants to come, we will be very happy to have him at the meetings in Brazil,” Vieira said.

In the interview, the minister was also asked to comment on the possibility that Putin could be detained if he comes to Brazil.

“I don’t know. I don’t think it’s possible. I hope not. I don’t know. We’re not going to show any initiative to make that happen,” Vieira replied.

Since the full-scale invasion of Ukraine, Putin has hardly left Russia. He did not attend the BRICS summit in South Africa and the G20 summit in India.

Brazil is a signatory to the Rome Statute that created the ICC in The Hague, so it is expected to comply with the arrest warrant issued by the court.
