Thus, Bolsonaro’s text change provides for zero tax rates on industry revenues between January 1, 2023 and December 31, 2026. The changes include PIS/Pasep and Cofins. The text then passes to the analysis of the Chamber of Deputies and the federal Senate.

According to the text of Bolsonaro’s provisional provision, the urgency is justified by the risk of a crisis in the sector, which could compromise the provision of services.
“The relevance and urgency is justified by the risk of litigation deriving from possible interpretations of the text original of Law nº 14.148, of 2021, which could jeopardize the public budget and the achievement of the expenditure ceiling objectives, and due to the risk of a crisis in the activity of regular passenger air transport, which could jeopardize the continuity of the provision of this service.”
